The Treaty of the European Union, February 7, 1992 in Maastricht:
TITLE XVII
DEVELOPMENT COOPERATION
Article 130U
1. Community policy in the sphere of development cooperation, which shall be complementary to the policies pursued by the Member States, shall foster:
- the sustainable economic and social development of the developing countries, and more particularly the most disadvantaged among them;
- the smooth and gradual integration of the developing countries into the world economy;
- the campaign against poverty in the developing countries.
2. Community policy in this area shall contribute to the general objective of developing and consolidating democracy and the rule of law, and to that of respecting human rights and fundamental freedoms.
3. The Community and the Member States shall comply with the commitments and take account of the objectives they have approved in the context of the United Nations and other competent international organizations.
Today, more than half the money sent to help poor countries comes from the European Union and its member states, making Europe the world’s biggest aid donor. Aid provided by the EU as an organization is closely coordinated with the aid donated by EU member states and other international donors. It is increasingly being targeted at those areas where the EU has the most efficient delivery channels and can do so at the least cost:
- The link between trade and development.
- Regional integration and cooperation.
- Support for sound macroeconomic policies.
- Transport.
- Food security and sustainable rural development.
- Institutional capacity-building (particularly good governance and the rule of law).
The EU's official development assistance totalled US$43 billion in 2006, with the highest shares coming from France, Germany, and the United Kingdom.

Panchayat as an institution of local self government, In India after 73rd amendment panchayat has given define roles and responsibilities at the grass root level for developmental activities at the grass root level. But still panchayats are facing so many difficulities to handle so many programmes, but no functioneries and finance are given to panchayats. Activity mapping is still a big issue need to be institutionalised and governance at grass root level, role of panchayat as an institution need to be strengthened. regards Parmod Kumar Zinta SHimla-HP India
