Bien que 99 % des entreprises de l'UE soient des PME (c'est-à-dire des entreprises comptant au plus 250 salariés et réalisant un chiffre d'affaires maximal de 50 millions d'euros), la plupart des textes législatifs et des procédures administratives n'établissent pas de distinction en fonction de la taille des entreprises. Il en résulte que 23 millions de PME doivent souvent répondre aux mêmes exigences administratives que les 41 000 grandes entreprises européennes. Au cours des dernières années, les PME ont créé 80 % des nouveaux emplois dans l'UE.

Le SBA pour l'Europe a été adopté le 25 Juin 2008.
