Chemonics seeks a Washington-based project director to provide vision, direction, and leadership for the anticipated USAID-funded Indoor Residual Spraying (IRS) II indefinite quantity contract (IQC) for malaria prevention and control. Responsibilities include: serve as the central point of contact for IQC management, liaise with the USAID/Washington contracting officer's technical representative, oversee central reporting, provide guidance on strategic decisions regarding task orders, lead the effort for consortium management, establish and maintain good working relations and continued communication with client and stakeholders, and supervise the IRS II IQC project management team.
Qualifications:
-Master's degree in public health or other related field
-Minimum 10 years of experience in public health program management in developing countries, preferably in the field of malaria prevention and control
-Minimum 5 years of experience managing USAID or other donor-financed projects and designing and implementing overseas health projects
-Experience in planning, implementing, and managing large IRS programs
-Experience conducting community needs and resource assessments to determine community-specific priorities
-Familiarity with U.S. government environmental regulations; the appropriate use of restricted insecticides; and information, education, and communication/behavior-change communication (IEC/BCC) related to IRS and entomological monitoring
-Experience conducting IEC/BCC activities, preferably with a focus on malaria prevention, and creating social marketing strategies in an international development setting
-Experience in task order development, including input and quality assurance
-Extensive experience in client relationship management, reporting, program work planning, program budgeting, program implementation, and personnel management
-Demonstrated ability to create and maintain effective working relationships with U.S. and local government personnel and NGO and private sector partners
-Significant experience in East Africa, including experience working with African ministries of health
-Strong written and oral presentation skills
-Fluency in English required; fluency in French or Portuguese a plus
