Short and long term expertise

Since October 2009, and till October 2013, SOFRECO is the leader of a consortium for the European Commission’s Framework Contracts: Lot 7 – Governance and Home Affairs. In this respect, we are regularly solicited to present proposals for short-term technical assistance projects.

We are actively searching for motivated and high-qualified junior (at least 3 years of working experience) and senior (at least 10 years of experience) experts in the relevant sectors of Lot 7 i.e:

 1. Promotion and protection of human rights (Promotion, protection of fundamental human rights, social, economic and cultural rights…)

2. Support to democratization, including:

-Democratisation processes ;

-Elections ;

-Role / functioning of the Parliament ;

-Citizenship ;

-Media freedom.

3. Reinforcement of the rule of law & administration of justice, including, police reform and security sector reform

4. Public administration reform

5. Civil service reform

6. Decentralisation & local development

7. Enhancement of the role of civil society

8. Home Affairs : fight against organised crime (incl. Drugs) and terrorism.

 And with the following type of expertise: 

• Experience in EC programme / project identification,
• Experience in EC programme / project formulation, including the preparation of Action Fiches (Financing Proposal), Technical and Administrative Provisions (TAPs) the Financing Agreements, Logframes, Project Identification Fiches (PIFs) etc…
• Excellent knowledge of EC and/or EDF procedures and rules;
• Excellent report writing and communication skills in at least one of the following languages: English, French, Spanish, and Portuguese.
