Team Leader

Crown Agents is an international development company and we require the services of a Team Leader to be bsed in Jakarta 

The Team Leader shall facilitate and coordinate the implementation of the project. S/he shall, as a first priority, be responsible for establishing the working procedures and communication with the ASEAN Secretariat and the other competent authorities for migration and transnational crime, and be responsible for supervising the project. The tasks of the team leader will consist of:

 

  • Overall supervision of project management and coordination of all activities
  • Administrative management of the project
  • Liaison with project partners and the Contracting Authority (ie, the EC Delegation)
  • Coordination of the different components of the project and experts involved
  • Organisation and review of project activities and set-up of a work plan following discussion with project partners
  • Liaison with the international donor community

 

Qualifications and skills

  • Minimum a university degree equivalent to a Masters in Law, police academy or any other relevant disciplines to the programme
  • Excellent general knowledge and understanding of migration and border management issues and principles
  • Capacity to supervise and coordinate all technical aspects of an EC contract
  • An excellent verbal and written command of English is essential. Knowledge of an ASEAN language would be an advantage
  • A thorough knowledge of regional integration, in particular ASEAN and EU integration policies
  • Proven organisational, communication, mobilisation and change management skills.
  • Proven ability to develop solid partnerships with high-level officials in order to achieve project results
  • Proven access to a network among EU and ASEAN practitioners and experts in the topics covered by the programme, which will allow him/her to identify and select the most appropriate candidates for the short-term expert positions.
  • Strong skills in report writing

 

General professional experience

  • Preferably 12 years professional experience related to a programme of this nature: such as an international organisation, a national office of an EU Member State, or an international consulting firm
  • Proven experience in the management of international teams of experts of different technical backgrounds
  • Preferably 7 years of professional experience in managing cooperation programmes in developing countries, preferably in Asia with knowledge of Asian culture
  • Experience in management of projects, organising and overseeing administrative and logistical support and managing a project budget

 

Specific professional experience

  • Preferably 7 years of professional experience related to areas covered by the programme, such as border management, transnational crime, documents security
  • Good knowledge of both Europol and Interpol working modalities
  • Knowledge of European Commission project management procedures and financial regulations, preferably through management and participation in EC-funded technical assistance projects of similar size and/or contractual value would be an advantage
  • Preferably some specific experience with regard to ASEAN integration and / or prior exposure to Southeast Asia
  • Knowledge of the EU integration process and `consequent challenges for the Border Management and document security
  • Knowledge of the “Schengen Acquis”
  • Knowledge of the region and involvement with its migration services will be an asset
