RTI International is seeking to recruit a Chief of Party for a three-year municipal government support program in Ecuador. The Chief of Party will be responsible for the overall technical and managerial leadership of the project to ensure that program goals are met, that there is an integrated vision among different components and actors, and that communications are effectively managed between the project, multiple local government actors, USAID, and other relevant donors. Management responsibilities will include general oversight of the technical program, and oversight of administration and finance, and human resources. The COP will be the key liaison with USAID/Ecuador, the Government of Ecuador, and all counterparts. The COP will be expected to identify issues and risks related to program implementation and suggest appropriate program adjustments.
Desired qualifications include: • An advanced degree (MA, MPA, PhD or equivalent) in political science, social sciences, international relations, public/business administration or similar relevant area is required. • A minimum of 10 years of experience in the management and implementation of democratic local governance programs. • Knowledge of local government strengthening, public administration, and citizen participation issues in Latin America, and in Ecuador specifically. • Demonstrated ability of implementing a complex program in the field. • Chief of Party experience on USAID projects highly desired. • A proven track record of building and sustaining effective partnerships with government, donors, and project partners; and the ability to unite and motivate staff and consultants. • Experience in assistance to local governments is required; experience specifically with transparent management of local government resources and public services is highly desired. • Strong interpersonal communication skills are required, as well as fluency in oral and written English and Spanish.
