Project/Proposal Summary: 

MSI is partnering on an anticipated UNDP-funded program to modernize the Iraqi justice sector and improve transparency in the court system. In particular, MSI will support an activity designed to build the information technology (IT) capacity of key judicial institutions and integrate effective systems into their daily operations and management. Foremost among these systems is an automated court case management system.

 

Position Summary:

MSI is seeking qualified IT professionals for an anticipated 8-month full-time consultancy in Baghdad, Iraq, to support the UNDP-funded Iraq court case management system. The position will require domestic travel within Iraq, such as to Basra and Erbil. Mid-level and senior-level candidates with IT consulting experience are encouraged to apply. The consultant will provide technical assistance to justice sector institutions and pilot courts on the implementation and improvement of a court case management system, design and deliver user and administrator training, and perform needs assessments. The position is expected to commence in February, 2012.

Responsibilities:

  • Gather and analyze data in support of business processes, proposed projects, and systems requirements;
  • Apply analytical and problem-solving skills to help support the development process, and to ensure that project deliverables meet specifications;
  • Collaborate with users and developers to design, develop and perform test plans to ensure that the system functions as specified;
  • Design and deliver software administrator and end-user training;
  • Liaise with project stakeholders such as end-users, programmers, counterpart staff, and donors in resolving problems with products or systems;
  • Create process models, specifications, diagrams, and charts based upon user requirements to provide direction to developers and/or the project team;
  • Define project plans such as scope, schedule, cost, development, testing and implementation;
  • Detail findings as necessary in assessments and final reports, and make relevant recommendations;
  • Coordinate programs with MSI offices in Baghdad and Washington D.C.

 

Qualifications:

  • Minimum 5 years demonstrated technical expertise in business systems analysis, systems development or IT project management;
  • Experience working with government clients to determine software development requirements (preferably in a developing country context);
  • Demonstrated experience in overseeing the design, development and implementation of software and hardware solutions, systems or products;
  • Previous experience with public sector clients, such as ministries and other government agencies;
  • Excellent client relationship skills, and ability to quickly respond to changing priorities;
  • Experience with court case management software or judicial support programs preferred;
  • Previous work experience with donor-funded projects (e.g. USAID, World Bank, United Nations Development Programme, etc.);
  • BA/BS degree or higher a relevant IT field is required;
  • Relevant professional certifications or training;
  • Fluency in Arabic and English in speaking, reading, and writing is required.
