AECOM is currently seeking technical experts to provide support to the USAID Public Policy Program. The Program’s main goal is to support GOC structural reforms designed to break the vicious cycle of poverty that leads marginalized, poor communities in areas with weak state presence to undertake illicit crop production and illegal activities, fueling violence and the further degradation of Colombia’s environmental wealth. The Program will accomplish these goals via results in three main pillars: (1) Land Policy; (2) Victims’ Policy; and, (3) Consolidation Policy.

AECOM is seeking technical experts with significant work experience in one of the above mentioned areas:
General Desired Qualifications :
· Capable of working independently or with a team
· Self-motivated
· Demonstrated ability working on sensitive issues and with people from various backgrounds
· Ability to problem solve
Available positions:
Consolidation Pillar Lead:
· A minimum of 5 years of relevant technical experience in consolidation
· Experience with USAID- and other donor-funded policy programs
· Demonstrated experience with provision of policy technical assistance in the Colombian context
· Proven ability to maneuver in sensitive political environments and at high levels of government
· Minimum of a Masters degree in related field or equivalent experience
· Responsibilities: Detailed and updated work plans for all the activities under the Consolidation Policy Pillar; Terms of Reference (TORs) for all consultants under the Pillar describing technical assistance required to carry out activities under the project; weekly reports for USAID and reports for internal use as needed; inputs into the Quarterly and Annual; technical and budget reports as required.
Operations Manager:
· At least 4 years experience USAID-funded programs abroad or from the US.
· Past experience overseeing USAID contracts and grants
· Solid knowledge of USAID rules and regulations, the FAR, AIDAR, and FAM.
· Experience managing personnel, knowledge of procurement, financial management, and HR compliance.
· Ability to set priorities in a fluid, complex and demanding environment and to balance differing simultaneous requirements.
· Experience managing large teams and possessing ability to motivate staff to deliver to clear targets and work collaboratively.
· Experience in building and effectively supervising a diverse team of employees.
· Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving, and ethical management.
· English language fluency (minimum 4/4) is required.
· Excellent knowledge of Microsoft Excel
Contracts Manager
· A minimum of 5 years if experience USAID-funded programs abroad or from the US.
· Past experience overseeing USAID contracts and grants.
· Solid knowledge of USAID rules and regulations, the FAR, AIDAR, and FAM.
· Participate in the preparation, review and evaluation of all contracts and grants.
· Ensure that all grant, consultant, and subcontractor deliverables are in accordance with the contractual documentation and that the grantee, consultant, and subcontractor comply with the submission of reports as required in their Grant or Subcontract.
· Manage contracting process of all STTA and LTTA personnel.
· English fluency preferred.
