Established in 1959, the Inter-American Development Bank (IDB) is today the main source of multilateral financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.

The Inter-American Institute for Economic and Social Development (INDES), designs and implements capacity building programs for Bank staff and partner institutions in borrowing member countries. INDES develops workshops, face-to-face courses, e-learning programs, and self-learning tools, among other knowledge and training products.

INDES is offering an opportunity for qualified candidates to apply for the position of Capacity Building Lead Specialist (1000000172) and Capacity Building Specialist (1000000171). Capacity building programs for staff from partner institutions in the region capitalize on the knowledge and experience of the Bank. These programs cover a wide range of topics related to sub-national and national development, and reach a wide range of clients from central governments to city authorities, businesses and civil society organizations.

KEY RESPONSIBILITIES

Develop and implement programs that build capacities through training, outreach tools and other knowledge services to key stakeholders in Latin America and the Caribbean. The main responsibilities of the position are:

·   Provide technical leadership in the conceptualization, preparation, and implementation of learning programs.

·   Carryout needs assessments and formulates technical recommendations to internal and external clients related to appropriate knowledge solutions to their institutional capacity needs.

·   Lead and/or participate in the preparation of institutional analysis and studies, at both national and sub-national levels.

·   Propose possible options for the establishment and development of training programs that support Bank operations.

·   Participate in the incorporation of the Bank’s technical expertise and experience into the design, implementation, and evaluation of the training and learning agenda.

·   Develop training materials adapting the Bank’s research to the working needs of managers and staff in different institutions.

·   Build and maintain external networks with public, civic and private sector clients/ partners in the demand and supply side of capacity building.

·   Lead and/or participate in the development of new learning tools and methodologies.

Education: Master’s degree in Economics, Finance, Business Administration, Public Administration, or other development-related disciplines (PhD preferred).

Experience:  Minimum of ten years of relevant experience in design and implementation of capacity building programs, with at least three years of international experience. Field experience in Latin American and/or Caribbean countries desirable. Evidence of publications would be an asset. 

Languages: Written and spoken command of English and Spanish. Working knowledge of a third of the Bank’s official languages would be desirable (Portuguese or French).
