Chief of Party

Our services in gender integration; training and capacity building; and monitoring and evaluation have been applied in a variety of sectors across 51 countries for USAID, MCC, and State.


dTS is recruiting a Chief of Party for the Kenya PACE Project.  The
COP’s primary duty is to manage the entire contract and ensure that deadlines and schedules are met.  The COP is responsible for directing and oversight of all aspects of PACE programming; recruitment and supervision of short-term U.S., third country, and local experts for analysis, evaluations, monitoring, and designs (with home office
support); and interaction with senior USAID Mission, U.S. Embassy and GOK officials.  The COP is required to lead project staff by providing experience and/or technical knowledge in designing, managing and evaluating development projects and activities, including portfolio management and implementation, and in design and implementation
activities across the Mission’s sectors.

Primary Tasks

Primary responsibilities include:

  • Ensuring effective and efficient performance for all aspects of this contract.
  • Serving as the main point of contact between USAID and the contractor and reporting to both.
  • Working with the PDA and the Assistance Objective teams to design any required assessments/analyses/evaluations; recruiting staff to form teams with the necessary skills and experience; developing the schedule and support logistics;
    and managing quality control and reporting.
  • Overseeing design and effective implementation of the PMIS.
  • Interaction with senior Mission, Embassy, and government officials.

Additional responsibilities include:

Project Monitoring:

  • Oversee the development of the project Performance Management Plan, including drafting,
    submission, and obtaining approval from USAID.
  • Oversee the production and delivery of quarterly performance reports on project activities to be submitted to the home office for approval and then submitted to USAID. 
  • Provide briefings and reporting to home office management as requested.

Qualifications for the Position:

  • Masters in international development or related field with
    15 years of professional experience.
  • This person will be an experienced development
    professional with ten years of international development programming,
    management and evaluation experience
  • Experience in directing, managing, implementing, and
    evaluating large, complex projects.
  • Extensive knowledge of USAID operations, programming,
    and structure.
  • Demonstrated ability to market and communicate project
    goals, objectives, and technical assistance vision to client, counterparts,
    project team, and beneficiaries.
  • Experience managing donor-funded short- and long-term
    technical assistance, grants, and subcontracts.

  • Experienced with
    Microsoft Office Suite, especially Excel, Word and Access, including knowledge
    of spreadsheets.
  • Strong communicator, both verbally and in writing.
  • Ability to interact professionally with senior USAID
    Mission, U.S. Embassy and GOK officials.
