Chief of Party, Colombia

IRD seeks Chief of Party (COP) candidates for an anticipated USAID program supporting the implementation of the new Victims and Land Restitution Programming in Colombia. The COP will provide overall management and general technical direction of the entire program, focusing on operationalizing the newly-promulgated Colombian Victims Law and accompanying land restitution activities. The COP will also serve as a representative to the program, liaising with the donor as well as Government of Colombia and other partners. Additionally, this position will be responsible for achieving program results, and will identify issues and risks related to program implementation, in a timely manner, suggesting appropriate program adjustments.

 

Required Skills and Experience

 

  • Masters’ degree in Public Policy, International Development, or similar field.
  • Minimum of 10 years of experience in public policy, capacity building of government agencies at national, regional and local level, and delivery of programs for victims of armed conflict and / or land reform.
  • Minimum of two years of experience managing complex, large funding, multi-faceted donor projects..
  • Two plus years of experience working in Latin America.
  • Oral and written fluency in English and Spanish
  • High proficiency with Microsoft Office applications (Word, Excel, Access)

 

Preferred Skills and Experience

 

  • Knowledge of land restitution programs
  • One plus years of experience managing USAID funded programs
  • One plus years of recent long-term work experience in Colombia

 

Success Factors

 

  • Recognized ability to establish strong working relationships with officials at all relevant levels of host country governments, preferably in Colombian or Latin American context.
  • Demonstrated proficiency in program management, utilizing analytical, program design, and M&E tools to achieve results.
  • Strong writing, proofreading and editing skills.
  • Strong organizational skills and attention to detail.
  • Superior interpersonal skills and ability to interact with staff both in headquarters and the field, donor agency staff and others.
  • Ability to efficiently manage multiple tasks simultaneously and with a high degree of independence.
