Chief of Party, Economic Development - Haiti

CHF International is seeking a Chief of Party (COP) for an anticipated long-term program in Haiti focused on local enterprises and value chain development in construction, apparel and textile and agribusiness sectors that will enhance and contribute to economic growth and increase employment in the three corridors of development in Haiti namely, Port-au-Prince, Cap Haitien and Saint Marc. 

The COP will be responsible for oversight and management of the program; serve as key liaison with USAID, Government of Haiti, other partners and international donors;  provide strategic direction on all aspects of the project implementation process, including all training, linkages between private and public sectors, programming, and capacity building activities; ensure the delivery of program results, coordinating with national and international partners on all aspects of program implementation, and program monitoring and reporting.

Qualifications:

  • A senior-level professional with a proven track record of successfully implementing and managing value chain projects in countries with a socio–cultural and economic situation similar to Haiti.
  • Advanced degree (graduate level: doctorate, master’s, etc.) in relevant field (e.g. economics, business, management, international development, public administration, other social science, etc.)
  • More than 10 years of senior-level management experience; superior management and interpersonal communications skills.
  • At least 15 years of relevant experience managing large-scale international donor-funded private sector development projects.
  • Spoken and written fluency in English and French.
  • Working ability in Haitian Creole is highly desirable.
  • Demonstrated understanding of the Haitian context.
  • Proven record of achieving development impacts in a similar context.
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, local stakeholders, donors, community-based organizations, think tanks and universities, the private sector, project partners and staff; and ability to achieve project results.
  • Excellent interpersonal and leadership skills, including the ability to manage high-level relationships and motivate subordinates.
