CHIEF OF PARTY: EDUCATION PROGRAM in MOZAMBIQUE

World Education, Inc. seeks candidates for a Chief of Party (COP) based in Mozambique for an anticipated multi-year donor-funded Education Program, subject to award. The project aims to improve quality and increase quantity of reading instruction in grades 2-3 in the provinces of Nampula and Zambezia in Mozambique. World Education will give special attention to candidates with a successful track record in managing basic education and local education capacity building donor-funded programs. 

The Chief of Party is responsible for overall management of the project and technical support to the different activities under this project. S/he is the primary liaison with USAID/ Mozambique, MINED and all participating local education institutions and other organizations.

ROLES AND RESPONSIBILITIES

  • Provide overall leadership and direction for the cooperative agreement; define and implement activities in a manner that achieves the greatest coverage and impact;
  • Lead and facilitate an effective partnerships with local education institutions, public and private sector partners, civil society, and other education stakeholders working in Mozambique;
  • Serve as the primary contact and principal WEI representative for USAID and the Government of Mozambique; keep up-to-date on developments within USAID and Government development strategies in media sector;
  • Supervise staff to ensure timely achievement of program results;
  • Manage subcontract partners; ensure coordinated inputs and technical/managerial quality from all partners and collaborators;
  • Manage, oversee and coordinate all project planning and implementation, including timely deployment of project staff.
  • Monitor progress of project activities, report to USAID and partners on programmatic progress and  results, ensure that project deliverables are met within the agreed-upon timeframe;
  • Delineate internal lines of communication for effective management;
  • Oversee cooperative agreement negotiations, performance-based subcontracting and results monitoring;
  • Coordinate with other Donor-funded Implementing Partners;
  • Organize and manage external communications, and arrange for dissemination of information;
  • Supervise program staff to ensure timely delivery of products and regular reporting;
  • Advocate and promote scale-up of best practices.

QUALIFICATIONS

  • Advanced degree (Masters/PhD) in curriculum and instruction, education policy and planning, educational decentralization or related area.
  • Minimum of 15 years of relevant experience (including 10 years of experience at the supervisory level) working on teacher training and coaching support as it relates to early grade reading, school management and accountability, and institutional capacity development at sub-national levels; at least 10 years of these must be in developing country contexts.
  • Experience in managing for results for large-scale projects.
  • Ability to work with various counterparts and stakeholders in implementing instruction, assessment, school management and accountability, and other capacity building-related initiatives.
  • Ability to work in remote areas of the country to oversee project management and provide technical expertise.
  • Demonstrated ability to work with host government and development/cooperating partners in implementing a complex project in the field under challenging circumstances.
  • Excellent interpersonal and team work skills. Effective communication skills, both orally and in writing to make formal and informal presentations and to compose professional and analytic reports and program documents.
  • Superior written and oral communication skills in English and Portuguese are essential.
  • Master’s Degree or higher in relevant subject area(s), preferably media, communication, public administration or international development is required.
  • A Proven record of excellent management, leadership, decision-making and interpersonal skills.
  • Prior experience managing USAID-funded programs and strong knowledge of USAID program/financial management systems and reporting requirements is preferred.
