RTI works to improve education quality, relevance, access, and efficiency around the world.
We are currently recruiting candidates for an anticipated education project in Ethiopia, focused on curriculum revision and textbook development.
Duties and Responsibilities:
We are looking for proven performance in project management, with knowledge and experience in implementing evidence-based approaches to instructional improvement. Qualified candidates will be expected to provide leadership in the design, management, implementation and overall quality assurance of the project. In this role, a successful candidate will be RTI’s primary point of contact with USAID and the Ministry of Education, as well as the Regional Education Bureaus, collaborating extensively and meaningfully with government counterparts and providing high-level support for effective local capacity building.
Essential Job Functions:
• Provide overall management, strategic direction, and leadership to the project; working closely with USAID and other key actors and stakeholders
• Provide financial management and accountability of all project activities.
• Oversee procurement of selected services according to USAID and RTI procedures
• Provide direct managerial oversight to all staff, consultants and NGO partners, fostering professional development of staff
• Oversee technical, administrative and financial operations for the project (e.g., operations, compliance, reporting, and implementation) in coordination with the RTI Home Office.
• Provide technical leadership and quality assurance in the design, delivery and evaluation of technical assistance, capacity building and assessment work.
• Oversee the evaluation and revision of mother tongue reading curriculum, and support the development of textbook material development
• Implement rigorous piloting of approaches
• Support the development of Early Grade Reading Assessment tools and systems for ongoing evaluation of reading improvement efforts
• Support the development and evaluation of ICT interventions in improving reading
• Ensure the timely and quality completion of all technical, financial and contractual deliverables
Qualifications:
• Sixteen years of overall experience with at least ten years of relevant field experience in educational development, drawing in particular from experience in instructional materials/curriculum development, teacher training, literacy improvement, ICT in education applications, and/or assessment.
• Demonstrated ability to manage and motivate staff to work in a cohesive team, and into effective and efficient sub-project teams, working with government to deliver on results.
• Experience in meaningful collaboration with government and ministry counterparts, and local capacity development
• A master’s or higher degree in education or a related field.
• Experience with USAID project management policies, procedures and reporting requirements.
• Fluency in English required.
• Experience in Ethiopia highly desirable.
