RTI is seeking Chief of Party (COP) candidates for an anticipated major donor-funded HIV project in the Philippines. The Project is expected to focus on delivery of prevention, care and support interventions for most-at-risk populations (MARPs), particularly men who have sex with men (MSM) and injecting drug users (IDUs) in targeted geographic locations.
Chief of Party (COP) The position will be based in Manila, the Philippines. Candidates with knowledge of the HIV field, working relations and/or experience with the Government of the Philippines, the Philippines AIDS Council, and civil society organizations are especially invited to apply.
Responsibilities:
• Provide overall leadership, technical and administrative oversight, and supervise project implementation.
• Serve as the project’s key representative to USAID, other donors, government counterparts, and public and private cooperating country organizations and institutions.
• Work directly with USAID on management and decision-making.
• Develop and implement annual program work plans, meet performance milestones, and negotiate agreements on those plans with USAID, counterparts, and partner organizations.
• Ensure that project activities are meeting client and stakeholder expectations and that project results are met and pro-actively disseminated.
• Ensure the timely and quality completion of all program technical and financial deliverables and reports.
• Supervise and provide direction to all program technical and administrative staff across project sites.
Qualifications and experience:
• Minimum of a Masters Degree in Public Health, Management, or a relevant field and 12+ years of progressive experience working on and managing health projects in developing countries, including 7 years of experience in HIV prevention, care and/or treatment.
• Demonstrated experience and commitment to working with most-at-risk populations including men who have sex with men, injecting drug users, and sex workers in the Philippines or other developing countries.
• Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of international donor supported programs, with skills in strategic planning, management, supervision, and budgeting, and preferably experience in managing complex activities involving coordination with multiple program partner institutions.
• Demonstrated ability to work effectively and collaboratively with USAID, government counterparts, other funding organizations and donors, and public and private cooperating country organizations and institutions.
• Must possess thorough understanding of the public health system, gender, ethnic and other social, economic, institutional, and political factors in the Philippines that may affect implementation of the project or achievement of the project’s results. Strong linkages and experience with relevant community groups is a plus.
• Experience with USAID performance management and contract reporting requirements is desirable. Prior USAID COP/Project Director experience is also desired.
• Must possess excellent oral and written communication skills; fluency in English. Filipino language skills an asset.
