Project Description:

IFES is implementing the “Strengthening of the Guatemalan Supreme Electoral Tribunal (TSE) to Conduct the 2011 General Elections” project. This project supported the TSE to administer the 2011 General Elections through technical assistance. The project is entering a new phase where it will support the TSE in post-election activities in various areas including; 1) support to have a clean and reliable voter registry, 2) strengthening the TSE’s organizational capacity, 3) promoting campaign finance reform, 4) improved electoral security protocols and procedures, and 5) promote the inclusion of persons with disabilities in the political process.

Job Responsibilities:

• Advise on the general implementation of post-electoral activities;
• Coordinate and lead IFES’ technical support and guidance;
• Provide an international comparative perspective in policy
related matters;
• Conduct strategic planning workshops for members and senior staff of the election commission;
• Facilitate roundtable discussions with the election commission, international advisors and other relevant bodies on electoral framework issues;
• Establish and maintain productive working relationships with key electoral and good governance officials in Guatemala;
• Coordinate program activities with international organizations, governmental and non-governmental organizations;
• Develop and maintain constructive working relationship with the diplomatic community, international and national assistance providers, and program partners;
• Deliver monthly program assessment reports to IFES/Washington;
• Prepare and submit a final report detailing the conduct of activities, results, and recommendations at the conclusion of the assignment.

Qualifications:

• Masters degree in a related field preferred; Bachelor’s required;
• At least 15 years of relevant work experience directly related to technical assistance for electoral systems and processes;
• Extensive experience with implementing electoral cycle projects in multiple settings;
• On-site and medium/long-term capacity-building of election commission and election administration staff required;
• Demonstrated initiative and problem solving skills;
• Strong oral and written communication skills;
• Strong professional and collaborative management skills;
• Working knowledge of USAID policies and regulations;
• Ability to meet deadlines;
• Spanish fluency required;
• Strong oral and written communication skills; and
• Familiarity with political, economic, and social issues in Latin America and the Caribbean.
