Chief of Party/Project Manager

AMEX International, Inc., an international consulting firm, seeks a Chief of Party/Project Manager (PM) for a contract to support the Food for Peace (FFP) Office of the U.S. Agency for International Development (USAID). The base period for the position is from February 2012 through September 2012, and could be extended several years beyond that date. This is a full-time staff position, with full benefits, located in downtown Washington, DC.

 

The USAID FFP office makes available P.L. 480 Title II resources to private voluntary organizations, international organizations—especially the World Food Program—and foreign governments to address food needs and insecurity resulting from both short-term emergencies and longer term development problems in food-deficit countries.

 

The Chief of Party/Project Manager has oversight for a 20-person professional and administrative staff who have a wide variety of responsibilities to meet core objectives as stipulated by FFP. In summary, the contract is to:

  • Assist in the planning, management and administration of Foreign Assistance and PL 480, Title II grants and cooperative agreements
  • Assist with the management of the Food for Peace Information System (FFPIS)
  • Be responsible for oversight and tracking of the financial obligations of FFP by inputting, reconciling, and providing budgetary analysis for bookings, procurements, and financial obligations
  • Authorize use of the web-based WBSCM System as it applies to daily operations
  • Review, analyze, edit, and prepare reports and other written materials on request
  • Perform research and assist with financial and procurement related meetings and presentations
  • Answer written and voice inquiries for information, and maintain files and records related to data entered
  • Provide other technical support as required

Position Minimum Requirements MUST include:

  • U.S. citizenship (in order to obtain a Secret level Clearance)
  • Bachelor’s degree
  • 5-10 years’ project management experience, or 10+ years’ high-level experience in food aid and/or private and voluntary organization programming
  • 10+ years’ experience in international related programs
  • USAID or USAID-related experience
  • Demonstrated ability in planning and programming
  • Demonstrated analytical capability, budgetary experience, and attention to detail
  • Excellent research, writing and interpersonal skills
  • Proficiency in Microsoft Office applications: Word, Excel, Access, and PowerPoint

Preferred Experience and Skills:

  • Experience in food aid and USAID contracting
  • Experience living/working in a developing country
  • Foreign language proficiency
