Position: Communications and Information Management Specialist

Location: Baghdad, Iraq

Length of term: Long-term

Supervisor: Program Management Unit Director

General Summary:

The Communications and Information Management Specialist is an integral part of the project management team and is primarily responsible for the implementation of all reporting and communications related activities under the program inclusive of program image.

Program Functions:

· Reports directly to the Program Manager Unit Director

· Under the direction of the PMU Director, collects content for weekly, monthly and quarterly reports

· Attends meetings with client on an ad hoc basis regarding communications, outreach, PR, and media related issues, program deliverables and reports, and USAID branding and marking guidelines

· Assists with planning and attends project functions when available and represents project management team

· Oversees the project Communications and Media strategy and activities related to project outreach

· Provides guidance to technical and program staff members on AECOM procedures and policies related to the communications strategy, deliverables, and marking and branding

· Provides technical editing and formatting assistance with program deliverables and reports, and;

· Manages outside consultant labor with regards to desktop publishing, graphic design, and technical writing/editing

· Works closely with PMU Director on tracking reports and deliverables

· Assists technical staff with public outreach/awareness campaigns

· Maintains program website for content

Oversight Functions:

· Deliverable Reporting

· Communications Outreach and Public Relations

Administration Functions:

· Train staff in training/communications procedures and supervise staff accordingly

· Ensure policies and procedures are carried out by project staff.

· Provide quality control on all reports, marketing materials, and other documents generated from the project office with particular emphasis on those going to USAID

· Advise staff on USAID regulations with regards to the branding and marking plan

· Prepare and distribute as required all management reports for the Engagement Manager, AECOM Home Office, COP, and USAID.

· Work with the home office administrative team in keeping documents and materials compliant with AECOM and USAID procedures

Qualifications:

· 2-4 Years of International development management work

· At least 2 years of managing USAID funded programs abroad or from the US

· Solid knowledge of USAID rules and regulations

· Minimum of a Bachelors Degree in a relevant field

· Experience in building and effectively supervising a diverse team of employees;

· Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management;

· Prior experience working with international donors and knowledge of Federal Government policies and procedures;

· Ability to set priorities in a fluid, complex and demanding environment and to balance differing simultaneous requirements

· Experience in building and effectively supervising a diverse team of employees;

· Demonstrated effective interpersonal skills, pro-activeness, creative problem-solving and ethical management;

· Excellent oral and written communication skills

· English language fluency (minimum 4/4) is required.
