Component 3 Team Lead, Iraq Governance Strengthening Project

CHF International is seeking a Component 3 Team Lead (Team Lead) for a USAID-funded Governance Strengthening Project in Iraq. This program will focus on assisting Iraq’s transition to a more decentralized federal system of government by supporting Iraq’s provincial and local governments in responding to community needs, improving the perception of state legitimacy and stability, providing greater accountability and transparency of local authorities, improving efficiency in delivering provincial government based services, and increasing citizen participation in local decision making.

The Team Lead will lead the implementation of activities designed to assist targeted provincial and local elected officials to hold executive ministries accountable for improved services. Working primarily at the provincial level, the Team Lead will work to build constructive executive branch oversight mechanisms and to build the capacity of provincial governments to engage national policymakers on specific reforms to improve executive service delivery.  The Team Lead will work with a team of specialists to conduct rapid capacity and training needs assessments in targeted provinces focusing on critical project management skills required for oversight such as monitoring, critical path analysis, and budget oversight and execution.

Qualifications:

  • Graduate degree in Political Science, Sociology, Economics, Public Relations or related field.
  • Proven knowledge of the concepts, principles and issues in the areas of decentralization, local governance improvement.
  • Knowledge of the concepts, principles and issues in the areas of local governance legal reform, service improvement and fiscal decentralization preferred.
  • 7+ years of experience working in a management role on donor-funded local governance and decentralization programs, preferably in the Middle East.
  • Knowledge of and previous experience with Iraqi development perspectives, objectives and priorities and the key institutions and personalities at federal, provincial and local levels highly preferred.
  • Superior written and verbal communication skills in English, abilities in Arabic preferred.
