Key Requirements:
The incumbents will serve as a Contract Specialist in the Management Bureau, Office of Procurement (M/OAA). The employees will be responsible for all pre-award and post-award functions involving negotiated procurements of significant importance to the Agency. Requirements of the contracts, grants, cooperative agreements, inter-agency agreements are typically highly specialized and involve complex systems or sensitive international programs.

DUTIES:(The duties described reflect the full performance level of this position)
Monitors outstanding contracts to ensure satisfactory progress, to assure compliance with the terms and conditions of the contract, and to identify problems that threaten contractor performance.
Performs administrative work, which includes management of an office’s schedule or office program planning.
Procures items and services through the negotiation process.
Performs work related to the review of contract actions or provisions to determine regulatory compliance or to improve contract competition.
Analyzes sources for the products or services to be procured.
Performs work related to the review, analysis, and/or interpretation of procurement statutes, regulations, policy, concepts, guidance, or procedures for use in the solution of problems or the accomplishment of projects or programs.
KNOWLEDGE, SKILLS, AND ABILITIES:(The KSAs below may not apply at all grades)
Knowledge of laws, rules, regulations, and procedures governing U.S. Government procurements.
Ability to develop, prepare, and complete procurement documents based upon extensive research of issues.
Ability to represent a Government agency or company.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 09: BASIC REQUIREMENTS
A. Successful completion of a full four-year course of study leading to a bachelor’s degree with a major in any field.
OR
B. Successful completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least a GS-7.
Specialized experience is experience which is in or directly related to contracting work and which has equipped the applicant with the specific knowledge, skills, and abilities to perform successfully the duties of the position to be filled.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE
The experience requirements for the GS-9 level may be met by successful completion of two (2) full academic years of progressively higher level graduate education in an accredited college or university, in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR master’s or equivalent graduate degree; OR LL.B. or J.D. A year of full-time graduate education is considered to be the number of credit hours which the school attended has determined to represent one (1) year of full-time study. If that information is not available, 18 semester hours should be considered as satisfying the one year of full-time study requirement.
COMBINATION OF EDUCATION AND EXPERIENCE
An appropriate combination of successfully completed education and experience may be used to meet the total qualification requirements.

Successful completion of a full four-year course of study leading to a bachelor’s degree with a major in any field, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
