Summary:

The Contracts and Grants Specialist will provide contractual support to all of Counterpart’s new and existing programs. Comprehensive knowledge of U.S. Government regulations including the ADS, FAR, AIDAR, CFR, and OMB Circulars is required. Successful candidates will have demonstrated experience pricing and reviewing cost volume submissions for USAID proposals. . The position will work collaboratively with various levels of management, partners and clients to support organizational policy development, sub-award management and oversight, and quality control for documents for executive signature. The position entails advising, interpreting, and applying USG (USAID, Department of State, and USDA) regulations to institutional practices on an ongoing basis, and therefore exposure to a variety of acquisition and assistance vehicles, including cost reimbursable, T&M and fixed price contracts, IQCs, grants, and USAID cooperative agreements is required. The successful candidate is a highly motivated and capable individual with excellent budgetary and written and verbal communication skills, and a proven track record in development resulting in successful implementation.  Organization and ability to work with multi-disciplinary teams in the daily pursuit of a defined funding strategy are crucial to success in this position. This position reports to the Director, Programs Compliance.

 Duties and Responsibilities:

  • Analyze contractual commitments, specifications and develop a logistical program to prepare necessary subcontracts, purchase agreements, task orders and subcontract modifications.
  • Prepare and negotiate Subcontracts, Purchase Agreements, Independent Consultant Agreements, Contract and Task Order modifications and negotiate and approve rates, funds sufficiency, and perform periodic contract budget monitoring.
  • Work directly with senior program management to ensure smooth implementation of contracts; organize logistical flow of contract implementation by HQ and field managers.
  • Organize and conduct periodic contract performance and administrative compliance reviews of programs.
  • Provide cradle to grave logistical oversight to program managers on contract inception, implementation and closeout activities including preparation of contract briefing materials, required approvals, allowances, funding, procurement, property inventory and audit file documentation.
  • Co-author templates, starting points and manuals for program management use
  • Advise and mentor program and contract staff on award administration
  • Review cost proposal volumes prepared by pricing specialists for USAID solicitations, including budget narratives.

 Qualifications:

  • Minimum of 6-9 years of progressive experience in USAID contracts and grants management, USAID cost proposal, and CFR.
  • Experience with and knowledge of USAID and other institutions’ grant making initiatives, policies, procedures, grants management processes, and regulations.
  • Specific training in USAID regulations, budgeting, and/or budget management for USAID projects.
  • Advanced spreadsheet and database skills; knowledge of other software Microsoft Office 2010 applications (Word, Excel, PowerPoint, etc.) 
  • Demonstrated excellence in verbal and written communications skills.
  • Ability to work in multi-cultural and lingual settings.
  • Ability to multi-task and work under pressure with attention to detail.
  • Ability to travel to the Afghanistan to provide short-term technical and administrative support as needed.
  • Strong inter-personal skills.
  • English fluency required; Strong language skills in French, Spanish, Russian, Arabic, Dari or Pashto strongly preferred.
