Contracts Manager

Job Description:

Tetra Tech ES Inc., a subsidiary of Tetra Tech dedicated to international development, is currently recruiting for a professional, motivated, and experienced Contracts Manager to provide cradle-to-grave contracts management for the firm’s USAID portfolio.
 
Responsibilities
- Provide project teams with guidance on contractual requirements.
- Provide continual monitoring to ensure contractual obligations are being met.
- Respond to complex inquiries regarding contractual obligations and revisions.
- Act as liaison between the firm and clients, as well as subcontractors.
- Prepare contractual approval requests and monitor projects’ contracts compliance.
- Prepare subcontract agreements in compliance with client regulations and corporate policies.
- Perform cost/price analysis of subcontractor bids and proposals.
- Monitor project budgets and provide cost overrun mitigation options.
- Coordinate with project managers and field offices for contracts & administrative matters.
- Maintain central contract files.
- Analyze RFPs to ensure proposal pricing requirements are met.
- Prepare cost proposals in response to client solicitations and ensurre that all RFP requirements are met.
- Manage the contract close-out process.
- Oversea travel to countries in which USAID operates may be required.
Job Requirements:

Experience
- Experience with USAID and other donor agencies.
- Working knowledge of USAID and Department of State CFR.
 
Skills
- Knowledge of all contracts types.
- Knowledge of FAR and Agency supplements.
- Knowledge of financial management processes and profit and loss implications.
- Ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
- Ability to provide excellent customer service andbuildrapport with clients.
- Excellent communication (oral and written),negotiationand analytical skills.
- Proficiency with MS Word and Excel.
- Excellent time management skills.
 
Preferred Skills
- Foreign language proficiency.
 
Education
-  Bachelor’s degree and 5+ years of relevant experiencewithFederal contracting, or a Master’s degree and 2+ yearsofrelevant experience with Federal contracting.
