Counsel (Law and Policy Reform)

Office of the General Counsel

Job Purpose:

Support the Office of the General Counsel (OGC) in achieving its key result areas by contributing to the development and mainstreaming of ADB’s law and policy reform program, including designing and implementing technical assistance projects within ADB’s developing member countries and across the region, as well as advocacy, dissemination and knowledge building. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes:

a. Law and Policy Reform
- Provide legal due diligence in ADB operations, including the identification of law and policy reform issues and solutions.
- Provide support in the development and implementation of law and policy reform projects.
- Contribute to establishing an LPR community of practice as part of ADB’s broader governance/public management work.
- Develops strategies and frameworks for law and policy reform in line with ADB’s overall strategy.

 

b. Knowledge Sharing
- Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

 

c. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

A University degree, preferably at post-graduate level, and admission as a lawyer in one or more of ADB’s member countries

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 6 years of relevant legal experience with practical experience in the formulation and implementation of development projects, including law and policy reform interventions.
- Demonstrated ability to meet the core competency requirements of the position
- Able to work in multi-cultural and multi-skilled teams
- Able to inspire trust and confidence and promote a strong culture of honesty, trust, and openness
- Excellent oral and written communication skills in English. Must be able to present and defend complex legal arguments and issues with a high degree of competence
- International experience working in several countries
