Country Director

Background

 

The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations System, working on behalf of more than 30 UN departments and organizations, as well as for International Financial Institutions and governments.

 

UNOPS has been present in Haiti since 2004, providing project management, procurement, and logistics services for the Haitian Government, UN agencies and international organizations in communication, governance, engineering expertise and emergency disaster response.

 

Following the 2010 earthquake, UNOPS significantly upgraded its operational capacity and is currently implementing more than 30 projects related to: assessments of structural damages to buildings; IDP camp mitigation and preparation; construction of transitional shelters; construction of hospitals (in Port-au-Prince and Gonaives); maternity clinics; waste management; removal and processing of debris; and several road rehabilitation projects. UNOPS currently employs 450 international and national staff members. HTOC is located in Port-au-Prince, but has a presence nationally. The 2011 annual project delivery was $40 million.

 

Under the overall guidance of the Regional Director for Latin America & the Caribbean, the incumbent will manage and supervise the daily activities of the Haiti Operations Centre, including project implementation, liaison with the Government of Haiti, UN partners, donors, and clients, and business development.

 

This position may also entail safety and security responsibilities as Country Representative within the region of operation to include the protection of all UNOPS personnel, assets, property and information belonging to UNOPS and/or the UN.

 

Duties and Responsibilities

In general, the Director of HTOC:

  • Manages and supervises HTOC; Programme Manager and Operations Manager
  • Provides overall management and supervision of HTOC personnel and activities;
  • Ensures the self-sustainability of HTOC;
  • Acts as the country representative for UNOPS in the UNCT, in the relationship with MINUSTAH and interfaces with the Host Government at all levels;
  • Increases the profile of UNOPS and maintains/establishes partnerships to position UNOPS as a viable and attractive service provider of choice in Haiti;
  • Increases the effectiveness and quality of delivery of the Haiti portfolio through guidance to Project Managers and support staff;
  • Ensures the timely completion of quality projects within budget limits and with full cost recovery;
  • Provides support to the Regional Director and the Executive Office with regard to regional and global enhancement of UNOPS as a respected service provider.

In particular, the Director of HTOC:

  • Ensures smooth implementation of projects, HTOC has a strategy established and the Director is responsible of its implementation and follow up.
  • Oversees, manages and controls the portfolio of HTOC, through the supervision of the Head of Programme and Head of Support, ensuring overall accountability with strict respect of all rules and regulations of UNOPS particularly in the fields of finance, human resources and procurement, and in accordance with the core values of the organization, such as transparency, integrity, flexibility and coordination.
  • Establishes a proper internal control framework according to UNOPS rules and develops internal performance tracking and reporting procedures in terms of financial and project delivery management;
  • Maintains close contact with the Regional Director and presents to the Regional Office new projects for clearance by the Legal; Quality Assurance and Finance Officer;
  • Controls a delegation of authority of $250,000 to oversee and approve contracts, and waivers, and ensures proper submissions to the Headquarters Contracts and Procurement Committee (HQCPC) of contracts above that limit previously cleared by the Regional Office;
  • Assesses the requirements of the Government of Haiti and other UNOPS direct/indirect clients and in conjunction with them, identifies and develops opportunities for UNOPS to provide services, in accordance with the 2011-12 HTOC Business Strategy;
  • Develops and oversees proposals, project documents and agreements in connection with identified opportunities and in cooperation with the clients;
  • Builds the capacity of the HTOC in accordance with UNOPS’ standards and in proportion to the business acquired and implemented;
  • Communicates activities with UN system partners, UNOPS Regional and Headquarters offices, other clients, media and with the Government and keeps them informed of UNOPS activities;
  • Represents UNOPS in the framework of the UN Country Team and Security Management Team as well as other MINUSTAH requirements;
  • Monitors and controls programme/project implementation, reviews progress, identifies constraints and takes corrective action ensuring proper early warning and risk alerts to the Regional Office;
  • Provides financial and administrative reports to the Regional Director, LCO in the areas of regional business delivery and development;
  • Acts as UNOPS coordination point with the Government of Haiti, MINUSTAH, the Representatives of UN Agencies, IDB, WB, EU, and other international cooperation entities to ensure adequate coordination of the activities of UNOPS in Haiti, discusses problems and seeks solutions to issues that may arise, and maintains consultation to ensure follow-up on business opportunities;
  • Coordinates activities with other UN Agencies and clusters on behalf of UNOPS on Inter-Agency matters, and ensures timely distribution of information to all relevant UNOPS staff;
  • Maintains regular contacts and liaises with the appropriate level at Government entities to provide programme information and clarification in order to ensure appropriate application of privileges and immunities as they apply in the country.
  • Communicates with the relevant UNOPS staff on matters pertaining to their respective responsibilities;
  • Reviews and develops the management team in HTOC and ensures proper distribution of activities;
  • Prepares reports on the overall status of HTOC;
  • Implements activities and the rules and regulations of UNOPS, while finding creative solutions to the needs of project delivery.

 

 

 

 

Required Selection Criteria

  • Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
  • Proven ability to create and manage complex budgetary needs and performance based metrics.
  • Senior level analytical, negotiation, communication and advocacy skills.
  • Proven knowledge of programme management, development issues and strategies, as well as programming policies and procedures in international development cooperation.
  • Ability to assess and determine the current needs and opportunities for UNOPS in Haiti and make strategic and tactical decisions to promote HTOC as a provider of choice in the country.
  • Experience with innovative business development and negotiating the cost effective and mutually beneficial terms for UNOPS services with prospective clients and partners.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
  • Management experience from working with other UN agencies or the private sector, preferably entrepreneurial.

 

Education/Experience/Language

 

  • Advanced university degree in any of the following areas: Social Sciences, Public Administration, International Relations, Business Administration, Organizational Development, Management, Engineering, or other fields related to the work of UNOPS. Additional years of relevant experience may substitute the requirement of Master degree
  • Minimum 15 years of work experience at the national and international levels in social development, business development, management, and program management.
  • Previous work experience from a development, post-conflict, or post-disaster area is highly desirable, previous experience in Haiti and the Latin American region is considered an asset.
  • Network with local government and international entities in Haiti, considered as an asset.
  • Essential written and spoken French and English. Knowledge of Spanish is a strong asset.
