DESCRIPTION
Aurecon/IDSS is a leader in providing international development services in a broad range of sectors, including education, health, water/sanitation, environment, governance by delivering excellent project outcomes.
The Asian Development Bank Infrastructure Technical Assistance (ITA) is assisting Timor-Leste's Ministry of Infrastructure (MoI) to improve living and health conditions for Dili city residents. The intended outcome is improved water supply services for households, businesses and institutions in Dili city.
The Specialist
An international Resident Engineer/Team Leader - Water and Sanitation will be required to work in Dili, Timor-Leste on the Dili Urban Water Supply Sector Project. The Resident Team Leader will be engaged on a full time basis for a 12 month period with a possibility of extension. The Resident Engineer will be required to manage the project.
Term of Engagement
The anticipated term of engagement is for a period of 12 months. The anticipated data of mobilization is May 2010.
Qualifications
Resident Engineer/Team Leader urban water supply with:
- Bachelors Degree level education from an internationally recognized institute and relevant training in project management and engineering field related to the assignment. PE license or appropriate certifications is preferred.
- 20+ years' extensive international experience in the planning, design and construction supervision of urban water distribution systems built in accordance with international standards and constructed by international-scale civil works contractors; management of IDA funded projects in SouthEast Asia; experience in the use of MIS aided systems.
- A minimum of 10 years experience in management of medium to large urban water supply project is an essential requirement.
- 5+ years' extensive in project monitoring and controls, and development and implementation of Management Information Systems (MIS) for construction contract oversight.
Specific Tasks
The major tasks of the Resident Engineer/Team Leader include but are not limited to the following:
- 1. checking, and refurbishing, replacing and installing (as required) up to 35 primary and secondary distribution master meters;
- 2. checking, and replacing (as necessary) up to 51 kilometers of tertiary distribution (reticulation) water pipes;
- 3. checking, and replacing as necessary up to 2,950 household meters and 240 commercial and bulk meters;
- 4. checking, and normalizing as necessary up to 5,100 household connections and up to 170 commercial connections;
- 5. relocating up to 1,700 existing water service connections to allow the disconnection of up to 7,000 linear meters of old asbestos cement and other water mains;
- 6. installation of up to 88 new stop valves;
- 7. refurbishment or replacement of 9 chlorination dosing units at deep bores;
- 8. practical minor repairs to support operational efficiency and safety;
- 9. training and support for a Dili Water Demand Management Task Force; and
- 10. in-field mentoring of 3 leak detection teams and up to 12 sub-zones caretakers;
- 11. train and support a Dili water demand management task force;
- 12. establish and give in-field mentoring for three leak detection teams; and
- 13. train six subzone caretakers. The project is being proposed under a sector modality.
