Program Manager

The objective of IFES work under Promoting Electoral Democracy Project (PROED) in Bangladesh is to support the capacity building of the Bangladesh Election Commission (BEC) and provide technical advice on institutional and professional development of the BEC in consolidating reforms, enhancing oversight, particularly in the area of political finance, and in addressing persistent problems such as electoral violence. IFES will also work with the BEC to build its in-house capacity for training, public information and outreach, and voter education through the support to the BEC's Electoral Training Institute (ETI).
Job Responsibilities:
The Program Manager, under the technical direction of the IFES Deputy Direct for Europe & Asia and the Senior Electoral Advisor, will manage the IFES' 5-year program in Bangladesh with primary focus on technical advice and guidance to the BEC's Electoral Training Institute (ETI) in support of development and implementation of professional training programs, program management and implementation. The Program Manager will have previously managed projects to promote democratic development, and will have had extensive experience in strengthening election administration.

The Program Manager represents IFES in country as the organization's primary representative and on-site coordinator of programming with local and international actors. S/he will be responsible for maintaining pro-active contacts with stakeholders, IFES' funders and the international donor community.

Technical Direction and Program Implementation

  • In coordination with the Senior Electoral Advisor, provide technical advice to the Bangladesh Election Commission and international community in the areas of electoral law, electoral administration and civic and voter education
  • Develop the capacity of the BEC's Electoral Training Institute (ETI) to design and implement training programs focused on the needs of BEC staff
  • Provide necessary technical assistance to the BEC's ETI in the training of trainers for the BEC at national and provincial levels, including facilitation of training sessions where required
  • Undertake other training- and capacity building-related tasks as requested by the BEC and in coordination with the Senior Electoral Advisor
  • Oversee the general implementation of IFES technical assistance program in Bangladesh
  • Coordinate closely with consultants and field experts on program components
  • Ensure timely execution of project activities within the allocated budget.
  • Ensure that donor-specified reporting requirements are met in coordination with IFES/HQ.

Management
  • In coordination with IFES/HQ, development of administrative, financial, and personnel policies and procedures for IFES/Bangladesh.
  • Oversight and accountability for project budget management.
  • In coordination with IFES/HQ, recruitment, vetting, hiring, and orientation of new local staff.
  • Development of local staff capacity to participate in technical programmatic work through training and mentoring.
  • Oversight and management of local and international technical consultants.

Program Development
  • Coordination of the outreach strategy to the international donor community in Bangladesh, and working closely with IFES/HQ to diversify funding sources for IFES/ Bangladesh.
  • Developing proposals/concept papers for new activities that fall within IFES' mission and compliment IFES activities in Bangladesh.
  • Establishing contacts and working relationships with key stakeholders and donor community, with the objective of broadening IFES' scope of activities in Bangladesh.
Qualifications:
  • Bachelors degree required; Masters degree in a related field highly desirable;
  • Minimum 7-10 years experience with election administration, particularly in area of capacity building and professional training of election management bodies
  • International experience required, experience working in transitional legal systems highly preferred
  • Candidates must have a practical and theoretical understanding of policy formulation and coordination processes at the center of government and of building institutional and individual capacity of election management bodies
  • Familiarity with BRIDGE program or accreditation as a BRIDGE facilitator is a plus.
  • Experience in international program management
  • Familiarity with USAID regulations and procedures
  • Fluency in English (oral and written) required
  • Familiarity with the South/South East Asian region highly preferred
