About RI:                              Relief International (RI), an international relief and development agency with cross-sectoral programmes bridging relief and development, currently seeks a Senior Programme Officer.

 

Position Summary:           Under the supervision of the Regional Programme Director, the Senior Programme Officer administers Relief International's (RI) programmes and develops new programme opportunities in collaboration with the field. S/he plays a key role in programme assessment, design, management and evaluation; proposal writing, report writing, daily operations, and public relations.

 

ESSENTIAL RESPONSIBILITIES AND DUTIES:

  • Maintains consistent communication with the field staff on the ground, including the Country Directors, to ensure that programmes are running smoothly and to alert the Programme Department to any problems.
  • Closely follows political and security developments in the region and works with field staff and security advisor to develop contingency planning.
  • Provides support for senior management team, RI-HQ programmes team, and South-Central Asia programme team through coordinated oversight and liaising to ensure smooth operations, finance, human resources, and emergency response as applicable.
  • Represents RI at external agency and donor meetings and other events in London/Europe as needed; prepares a written briefing after each meeting.
  • Supervision and participation in project timelines and deliverables.
  • Identifies new funding sources to support RI's programmes.
  • Drafts grants proposals and budgets.
  • Collaborates with the Finance Controller and Finance Officer in planning procurements and service contracts.
  • Coordinates timely submission of project reports (narrative and financial) to donors.
  • Monitors and evaluates programme quality and impact, and collaborates with headquarters staff or technical consultants in regular monitoring and evaluation and reporting on indicators and implementation.
  • Assists in preparing public relations materials such as brochures, information sheets, newsletters, and annual reports.

 

QUALIFICATIONS & REQUIREMENTS:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Strong programme management and analytical skills along with attention to detail and ability to meet strict deadlines.
  • Masters degree in social sciences, international relations, public relations or administration.
  • Five years related international humanitarian relief and development experience, both at the field and headquarters levels. In-depth knowledge of international relief and/or development programming, sectors, and interagency coordination.
  • Excellent writing and research skills and high level of computer literacy, including demonstrable proposal and technical writing experience.
  • Competence in Word, Excel, and Power Point, and preferably experience with statistical analysis software.
  • Demonstrated ability to coordinate complex activities, able to meet deadlines, and exercise sound judgment.
  • Demonstrated ability to work effectively as part of a team or independently.
  • Solid experience as a supervisor of complex teams and projects.
  • Experience in Afghanistan and Pakistan, or south/central Asia highly preferred.
  • Relevant language skills a plus.
  • Requires occasional travel to the field programme sites.

 

Salary:                       Commensurate with experience and qualifications.
