JOB ANNOUNCEMENT: DEPUTY CHIEF OF PARTY - MEDIA STRENGTHENING PROGRAM in MOZAMBIQUE

 World Education, Inc. is seeking candidates for a Deputy Chief of Party (DCOP) based in Maputo, Mozambique for an anticipated multi-year donor funded Media Strengthening Program, subject to award. The project aims to strengthen the media sector through journalist and media manager capacity building, improving financial capacity and organizational management of private media groups, collaborating with a local university to improve its journalism program, strengthening community radios and working with local organizations to create an enabling media environment.  World Education will give special attention to candidates with a successful track record in managing democracy & governance donor funded programs. 

 The DCOP will provide essential support to the Chief of Party (COP) in managing and supervising the entire program implementation activities of project staff and project partners and will play a key role in navigating donor regulations and managing technical, administrative and financial inputs to achieve the project objectives.

 

ROLES AND RESPONSIBILITIES

  • Play a key role in supervising the planning and implementation of all project activities, ensuring that all activities are properly and timely performed and that outputs are accomplished and delivered according to the agreed work plans;
  • Take a lead technical role in strategizing approaches for aligning the media interventions with key Democracy and Governance objectives and provide technical supervision and assign technical responsibilities as needed for the project staff and relevant project partners in this area;
  • Ensure compliance and commitment to USAID regulations and in coordination with COP coordinate and communicate with USAID, other donors, partners and relevant stakeholders regarding program activities;
  • With COP, facilitate an effective partnership with public and private sectors, and other stakeholders working in Mozambique;
  • Participate in selecting, negotiating and communicating with potential project partners and relevant stakeholders;
  • Liaise and advocate with other partners and relevant stakeholders regarding the project activities and policies and contribute toward fitting these policies and interventions; trouble shooting problem solving;
  • With COP, coordinate and fulfill reporting requirements and documentation of all project activities, tasks, achievements and success stories; 
  • In collaboration with the COP, monitor and evaluate project activities, interventions, impact and implemented sustainability measures; and
  • Report to the COP on all technical, administrative and financial activities and relevant issues.

 

MINIMUM QUALIFICATIONS

  • Master’s Degree or higher in relevant subject area(s), preferably democracy, governance, public policy, public administration or international development is required;
  • A proven record of excellent management, leadership, decision-making and interpersonal skills;
  • Demonstrated knowledge of Mozambique and the current social, political and economic circumstances in the country;
  • At least 7 years of senior level management experience on designing, implementing, and managing large, complex democracy and governance projects in developing countries;
  • At least 5 years of experience managing USAID-funded programs;
  • Ability to navigate politically sensitive terrain and maintain constructive relationships with a diverse set of key stakeholders;
  • Ability to mobilize communities and encourage the inclusion of marginalized groups;
  • Working fluency in English and Portuguese is required;
  • Experience with media and communication programming in developing countries highly preferred.
