Deputy Chief of Party - Planning Engineer

Parsons is currently seeking candidates to fill the Deputy Chief of Party position for the upcoming USAID Liberia Rural Infrastructure Supporting Enterprise (RISE) Program in Monrovia, Liberia.  The anticipated program will encompass infrastructure needs for farm to market roads and other associated infrastructure for agriculture value chain development, upgrade physical space, and county agricultural vocational centers and Ministry of Agriculture facilities in four core counties and implement infrastructure support for Centers of Excellence.

Duties: The Deputy Chief of Party will serve as the Team Leader for the design team and will be responsible with tasks involving training and capacity building, working with the designated coordinator for these duties, provide oversight and management to local architects and engineers, and will be the Chief of Party’s second in command in overseeing all project design and implementation.

Qualifications:

  • Engineering degree related to bridge, road and building construction
  • At least 10 years or more of work experience involving managing and implementing construction management and/or infrastructure development programs
  • At least 4 years of direct supervision of professional and support staff, and assembling teams working on multi-faceted international development programs
  • Proven record of meeting deadlines and successfully completing large-scale projects
  • Prior experience working with USAID preferred
  • Prior experience working in Liberia and/or other African nations preferred
  • Prior experience working in post-conflict countries preferred
  • Excellent communication skills and fluency in both written and spoken English
