Preamble

The primary focus of the Global Broadband and Innovations (GBI) Program is to provide leadership on a range of information and communication technology (ICT) related activities across USAID’s development portfolio. This includes not only infrastructure, but also the leveraging of that infrastructure to support broadband and mobile network-enabled applications for programs including education, health, agriculture, and economic growth.

The GBI Program focuses strategically on two priority areas:

1. Extending the reach of broadband, including enhanced mobile networks, into more remote rural areas as a key infrastructure for extending the reach of socioeconomic services through USAID’s NGO and contractor partners, as well as others working within the international, national, and local development community, and

2. Leveraging the extension of these broadband and mobile networks for delivering network-enabled value-added application support across USAID’s development portfolio.

A fundamental component of achieving this second priority is the leveraging of public-private partnerships (PPPs). Toward this end, the GBI Program and NetHope have come together to form the GBI Alliance. Details about the position are as follows.

 

Job Description  

NetHope seeks an experienced development professional to serve as Deputy Chief of Party for the USAID Global Broadband and Innovations (GBi) program. GBi is a broad-based initiative aimed at improvement of the Agency’s utilization of ICT – specifically the application of ICT across the Agency’s access and application agendas.  The GBI Program’s focus is leveraging ICTs in several key areas including: enhancing access to broadband Internet, supporting telecommunications-related legal and regulatory reforms, improving universal service funds/universal access funds (USFs/UAFs) administration, leveraging public private partnerships, delivering program-focused value-added content and services, expansion and leveraging of mobile networks, and supporting ICT-related capacity building.

The Deputy Chief of Party works under the direction of the Chief of Party (CoP) and provides oversight to all aspects of day-to-day implementation, personnel management, reporting, monitoring and evaluation, and representation to donors and government, especially with USAID representatives. S/he works closely with the CoP and other key staff to oversee and implement the project in line with donor and NetHope strategy.

RESPONSIBILITIES:

  • Lead program operations, compliance and reporting to the donor on all components related to the project;
  • Oversee and monitor program spending in appropriate program areas on a monthly basis; ensure that the program spends within budget at all times, and report any anomalies in a timely manner;
  • Work with the CoP and Program Managers to develop future strategy for the program and ensure that it continues to meet USAID requirements and standards;
  • Engage in donor and government communication as necessary;
  • Ensure that project performance is evaluated effectively, including coordinating internal and external performance review;
  • Representation and coordination with donor, local governance institutions, local partners, private sector, and other project stakeholders;
  • Regular reporting to the CoP and donor on program progress, ensuring that required deliverables are met in a timely fashion;
  • Provide cover for the CoP, in his/her absence;
  • Monitor program performance in assigned areas. Provide updates and analysis to management.
  • Review programmatic progress reports to ensure quality and timely submission to donors. Regularly track project progress and indicators to assess impact and to ensure client deliverables are met.
  • Assist with the management of project budgets, expenditures, project sub-awards and contracts to ensure compliance with donor rules and regulations as well as NetHope’s financial guidelines.
  • Assist with tracking internal financial performance.
  • Assist in identifying and hiring consultants.
  • Respond to ad-hoc requests from the donor for additional information
  • Work closely with program managers to design plans for activities;
  • Carry out other tasks as directed by the Chief of Party.

 

Supervisor: This position reports directly to the Chief of Party

 

Qualifications and Competencies

  • Bachelor’s degree in international relations, economics, political science or related discipline.
  • High-level skills in Microsoft Word, Excel and Power Point required
  • 7+ years of experience of managing USAID-funded projects; showing a strong working knowledge of USAID rules and regulations, contracting and program management;
  • 7+ years of demonstrated experience managing complex project budgets and monitoring level of effort;
  • Strong leadership/management skills and excellent interpersonal and written communication skills;
  • Demonstrated experience developing and monitoring project plans and a strong ability to manage to results;
  • Substantive knowledge of Information and Communication Technologies (ICT) and their uses and potential uses for accomplishing international development objectives;
  • Ability to work collaboratively and negotiate with USAID, donors, non-governmental organizations, and private firms;
  • Ability to work within a virtual office and environment
  • Experience living and working in a developing country highly (preferred);
  • Prior experience as Chief of Party or Deputy Chief of Party (preferred).
