Deputy Director of Global Operations

PURPOSE

Women for Women International provides women survivors of war, civil strife and other conflicts with the tools and resources to move from crisis and poverty to stability, self-sufficiency, and active citizenship, thereby promoting viable civil societies.

 

Founded in 1993, Women for Women International has served more than 250,000 women, and distributed millions of dollars in direct aid, microcredit loans and other program services. In 2010, with an annual budget of approximately $30 million, Women for Women International will serve more than 45,000 women throughout Afghanistan, Bosnia and Herzegovina, the Democratic Republic of the Congo, Iraq, Kosovo, Nigeria, Rwanda and Sudan, and build one-to-one connections with more than 45,000 sponsors in throughout the US and 55 other countries.

 

The Deputy Director for Global Operations is a senior manager responsible for overseeing and supporting Country Office (CO) operations and service delivery.  The DD for Global Operations will work to ensure high quality operational functioning and performance within Country Offices.  The DD for Global Operations will identify and implement systems, processes and functions to increase standardization of CO operations and help improve CO efficiency and effectiveness.  This position requires extensive knowledge and skills in organizational, program and performance-based management, management systems and processes, organizational planning and execution.  The position requires collaboration with members of the Global Programs Unit as well as other departments in Washington, DC, in particular Finance and Human Resources.

 

This position requires extensive travel to all of our Global Field Office Operations. This includes travel to: Afghanistan, Bosnia and Herzegovina, the Democratic Republic of Congo, Iraq, Kosovo, Nigeria, Rwanda, and Sudan. Travel expected up to 90%.

 

 

DUTIES AND RESPONSIBILITIES

Operations

  1. Ensure compliance with all HQ sponsorship policies and procedures
  2. Liaise with Finance team on direct aid distribution processes and ensure that adequate controls, checks and balances are in place in COs
  3. Review and strengthen procurement practices in COs to ensure compliance with HQ Finance Manual requirements and overall cost effectiveness
  4. Analyze and identify areas for improvement in the transport of personnel and supplies in COs
  5. Coordinate with CTO and team to recommend new ways to use technology to strengthen operations

 

Program Monitoring and Evaluation

  1. Work with M&E team at HQ and in COs to ensure that systems and processes are in place to facilitate timely and accurate data collection, analysis and reporting
  2. Review and restructure existing systems for field based data collection and processing, especially as new technologies come on line

 

Performance Management

  1. Work with Program Analyst to test and roll out economic model that provides metrics for operational efficiency in COs
  2. Ensure that systems and processes are in place in COs to measure performance metrics in collaboration with other HQ departments
  3. Review workflow systems and processes and recommend areas within COs where increased efficiencies may be achieved
  4. Determine processes to improve individual staff and team accountability related to program and organizational deliverables

 

Planning

  1. Assist with CO operational planning and budgeting
  2. Assist with CO strategic planning and forecasting
  3. Assist with CO capacity assessments and implementation related to assessment findings
  4. Build capacity for CO staff to engage in more rigorous planning, analysis and reporting

 

Risk Analysis and Management

  1. Ensure security plans are updated and operational
  2. Work with HQ team to strengthen internal controls across COs and institute field based mechanisms for greater accountability, consistency and transparency

 

Cross-cutting 

  1. Produce presentations, reports, briefings and other means of sharing data
  2. Extended stays within Country Offices required
  3. Other duties as required by the position

 

SKILLS AND QUALIFICATIONS

  1. MBA, or graduate of other program with strong quantitative and analytical skills
  2. At least 10 years of relevant work experience with at least half based overseas working on operations management, preferably in a supervisory role
  3. Demonstrated management and planning skills
  4. Project management experience
  5. Excellent verbal and written communication skills with diverse audiences and cultures
  6. Highly respectful and collaborative manner with capacity to mentor and coach
  7. Flexible and adaptable to dynamic working conditions, including insecurity
  8. Commitment to grassroots-based international development and the advancement of women
  9. Ability to relocate and/or spend extended periods of time up to 90% out of the US
  10. Proficiency in any of the following languages is preferred:  Swahili,  French or Kinyarwandan
