Deputy Team Leader (Capacity Development) -

The PNG Provincial and Local-level Governments Program (PLGP) is a partnership between the governments of Australia and PNG to support and improve the quality of decentralised service delivery to the people of PNG through capacity development of provincial governments and other key national agencies.  PLGP is seeking applications from highly experienced development professionals to provide support and leadership to a multi-location, multi-disciplinary team, and its interaction with key stakeholders.
 
The Deputy Team Leader (Capacity Development) will support the Program Team Leader in their accountabilities by contributing to the scoping and design of capacity development interventions and supporting the Team Leader with the management of the program  in order to achieve objectives and outcomes, recommending changes where identified.
This role will oversee the support to program stakeholders to carry out capacity building analysis, to assist with the generation of terms of reference, implementation and the review of capacity development approaches.
To be successful in this position, applicants will need to demonstrate significant experience in a similar leadership role. You will have at least 10 years proven experience in advising and reporting on capacity development, preferably in a decentralised, developing country context. It is essential that you have strong interpersonal skills with proven experience in developing constructive and supportive relationships with the ability to engage with donors and senior levels of government on a strategic level with regard to capacity development and service delivery problems. The ability to adapt to and to be able to work effectively in a cross-cultural environment will be essential for success as will a strong understanding of cross-cutting issues and development effectiveness principles.
