Director, Human Resources for Health and Capacity Building, Virginia

The Development Executive Group is assisting a private, nonprofit international organization working in public health areas, in finding a Director – Human Resources for Health and Capacity Building.


Responsibilities



  1. Develop and execute a comprehensive institutional response to the crisis in human resources in the health field. Lead and direct MSH programs which address this crisis. Monitor new technical and trend information and recommend comprehensive institutional response.

  2. Lead and develop opportunities to utilize human resource strategies and management systems in MSH Country and Center projects. Design and implement technical assistance activities to increase the numbers of health staff trained and deployed to provide health services in HIV/AIDS, FH/RH, MCH, malaria and TB (priority health issues).

  3. Lead and develop strategies which enable national and provincial health systems to strengthen their response to priority health issues by professionalizing HRH and improving Human Resource Management and Leadership.

  4. Lead and develop strategies to build institutional capacity and expand pre-service and in-service training programs to produce an increased supply of appropriately trained health workers.

  5. Identify best practices in workforce performance systems that improve productivity and retention of health staff. Ensure these practice are documented and available to policy makers and practitioners. Integrate the introduction of best practices in workforce management with effective practices in leading change to support scale up of best practices.

  6. Identify and lead a strategy for new business opportunities in collaboration with MSH resource development staff.

  7. Indentify and achieve annual and multi-year staffing and short-term technical assistance goals; build a global talent network to deliver high quality technical assistance with MSH human resource professionals.

  8. As a key representative of MSH, communicate effectively and maintain a strong professional profile and relationships with a wide range of stakeholders, partners, and collaborators in the international public health arena. Disseminate MSH innovations through a variety of high-profile mechanisms. Produce publications. Speak at conferences and other forums.

  9. Provide technical assistance to CLM and other MSH projects as needed.


  10. Desired Skills & Qualifications



    1. Advanced degree in management, business or public health, or a relevant discipline.

    2. Recognized expertise and technical achievement in HRH and leadership development.

    3. Measurable success in business and resource development with the U.S. government; experience with European and multilateral funders, foundation, and other private sector funders desirable.

    4. 10+ years successful experience in developing countries, with demonstrated success and focus achieving Human Resources for Health program delivery.

    5. Experience in managing international, inter-agency consortiums required.

    6. 5+ years residence in developing countries. Excellent understanding and knowledge of working in developing countries.

    7. 5+ years technical and financial management large, multi-year USAID or equivalent governmental donor assistance programs. Mastery of USAID regulations required. Demonstrated success leading complex, evolving, large-scale operations, tasks, and teams and working with multiple sectors and stakeholders and achieving programmatic and financial results.

    8. Proven strategic planner and team leader with strong technical knowledge, conceptual and analytical ability.

    9. Demonstrated strong written and verbal communication skills, including public speaking.

    10. Fluency in English required; proficiency in a second language highly desirable.

    11. Ability to travel domestically and internationally up to 30 percent of the time.

      1. Experience working with African countries highly desirable.

        3. Position location: Arlington, VA (with some travel – between 15-20% of the time)
