Director of Health Social Development Design Quality

I.          OVERVIEW/ GENERAL DESCRIPTION

To envision and lead World Relief and partners throughout the world toward excellence in vision-casting, strategy setting, and programmatic implementation of the health and social development programs and health-related components of disaster response and economic strengthening.  Priorities in strategic development of this sector of World Relief’s ministry include an increasing emphasis upon constituency collaboration with grassroots communities, local and international church partnerships, and integrated, practical approaches to biblical holism.

 II.         ESSENTIAL FUNCTIONS 

  1. To provide technical leadership in World Relief’s collaboration with communities, churches, and government interventions that seek to improve the health and fullness of life of families through community based programming that involves local churches in maternal and child health, HIV/AIDS prevention and care, child development, and prevention of trafficking of persons.
  2. To provide leadership for World Relief in innovation, design and proposal development, and implementation guidance for programs based on best practice, global trends in health and development, integration of World Relief core capacity areas that maximize health, and the movement of the Spirit of God through his global Body, the church.  This includes leading a process to develop and roll-out new tools for effective implementation and monitoring of said strategies.
  3. To provide leadership for the health and social development global technical team working in MCH, HIV/AIDS, child development, and anti-trafficking, family life, and general community development.
  4. To provide leadership for the health and social development technical team to work together with the line management and operations team in proposal development for funding, project work plans (detailed implementation plans), and monitoring and evaluation plans.           
  5. To nurture and contribute to the professional growth of the staff of the Health and Social Development department and recruit and hire other professional staff as organizational staffing plans, resources, and priorities permit.
  6. To work with line management to improve the skills of field staff in program management, integration, implementation and key technical skills such as:  curriculum development or adaptation, quantitative and qualitative monitoring, evaluation, and participatory training methodology.
  7. To help the organization maintain an appropriate level of expertise and know-how in the Health and Social Development fields that are core to our programs and keep the organization appropriately connected in this arena.
  8. To assure the monitoring and evaluation of field-based programs in line with appropriate quality parameters and organizational priorities.
  9. To assure that World Relief is represented in the appropriate professional bodies relating to health and social development and to integrate best practices and research designs into on-going programs, sharing findings in appropriate forums.
  10. To represent World Relief in speaking, writing, and fundraising capacities and to nurture relationships with donors and potential donors.
  11. To diversify funding strategies to include major donors, foundations, churches, US government and other international donors, and private/public partnerships. 

III.        MARGINAL (NON‑ESSENTIAL) FUNCTIONSWhen possible, ideally participate in World Relief corporate strategy setting beyond the Health and Social Development sectors.

 IV.        KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED (Minimum Level Necessary)

Education:      Health professional with advanced degree.

Experience:    Minimum of three years experience working in public health and community development in a developing country.

                        Specialized experience in maternal/child health, HIV/AIDS, and community-based development.

Cross-cultural sensitivity/ experience required.

Experience with USAID centrally-funded projects strongly preferred.

African or Asian field experience with church-related programs preferred.

Skills               Strong technical writing, research, and evaluation skills required (submit samples of proposals, research papers, and articles.)

Strong interpersonal communication skills to be able to relate well to a wide variety of field staff and facilitate transfer of latest research in health into practical programs in the field.

Strong speaking and writing skills.

Encouraging, warm, open and friendly personality. 

V.                    MENTAL DEMANDS A clear, integrative thinker and communicator with excellent organizational skills.

Able to assure attention to detail in proposals, reports and evaluations.

Able to sustain concentrated effort on long-term project proposals and plans.

Able to sustain cyclical periods of intense work activity and maintain a regular travel schedule (30-40% time travel expected.)

VI. PHYSICAL DEMANDS            Able to travel as needed

No physical conditions that would make international travel in difficult circumstances impossible.
