| The Department of Defense/Department of State (DoD/DoS) Senior Recruiter will work with the DoD/DoS Marketing Unit, Sector New Business Teams, and Technical Area Managers (TAMs) to identify candidates to lead and/or staff upcoming field-based programs. The DoD/DoS Senior Recruiter will lead efforts to identify, establish and maintain communication links with a diverse array of highly qualified professionals that could lead new contracts, serve as technical experts, or carry out short term assignments. Working with the DoD/DoS Managing Director, DoD/DoS Director and technical staff members, the DoD/DoS Senior Recruiter will anticipate needs, identify strategic recruitment needs in consultation with the new business teams, identify new potential opportunities and help pre-position DAI with well qualified project managers and technical experts for upcoming proposals. Beyond building and maintaining a staffing network for the sector, the DoD/DoS Senior Recruiter will, on occasion, participate in international reconnaissance trips. The ideal candidate is a highly motivated and enterprising individual with full life cycle recruitment and business development experience in DoD contracting and will have an existing network of connections with in the industry to source candidates from. The ideal candidate will have an in-depth understanding of the defense industry, familiarity with key DAI competitors, understand the DoD and its acquisitions processes and possess outstanding interpersonal and team participation skills. The DoD/DoS Senior Recruiter must be able to manage junior staff in executing standard recruitment processes. The successful candidate will possess a bachelor’s degree or higher, have at least five years of relevant work experience, demonstrated recruitment and business development experience; strong oral and written communication skills; ability to work positively on teams; enthusiasm for taking on new challenges; and willingness to travel overseas, as needed. The DoD/DoS Senior Recruiter will be embedded within the Stability Sector and be a member of a 4-person new business team. In this multifunctional role, s/he will participate in weekly technical meetings, biweekly new business strategy sessions, and weekly Recruitment Department meetings. Responsibilities Strategic Recruitment • Work with the DoD/DoS Marketing Unit, Sector Managing Directors, TAMs, technical teams, and others to identify upcoming opportunities and map out strategic recruitment needs • Attend industry events, exploit electronic networks, and initiate contact with new organizations that can be a potential source of candidates for DAI bid and programs • Update and maintain files on possible candidates • Maintain regular contact with targeted recruits and support the DoD/DoS Marketing Unit, sector leadership and staff in cultivating relationships with desired candidates • Work with the DoD/DoS Marketing Unit, TAMs and proposal champions to develop “short lists” of key potential hires for each new proposal Recruitment Process Candidates are expected to manage and lead complex recruitment assignments that require creative application of knowledge to specific recruitment challenges. • Work with proposal and hiring managers to develop scopes of work and job advertisements • Source appropriate candidates through internal and external networks, industry events, DAI’s internal recruitment database and online electronic resources • Follow standardized processes to screen and select the best candidates, ensuring compliance with all governmental and client employment specifications • Facilitate decision-making by hiring managers in order to meet hiring deadlines • Manage recruitment tasks of one or more supporting staff members for large proposal efforts New Business Development • Contribute to Unit and Sector New Business Strategy development • Notify Office of Recruitment of recruitment priorities, and obtain additional recruitment support and resources for proposals, as needed • Participate/Lead recruitment and new business reconnaissance trips for upcoming and potential new business opportunities; meet with clients to scope out project requirements; and participate in strategy incubator discussions with DAI staff and partner organizations • Help proposal teams develop appropriate staffing plans according to proposal requirements • Negotiate candidate salaries and benefits within proposal budget constraints, with guidance and input from proposal managers and the sector • Work with junior staff to ensure that all staffing documentation submitted with proposals complies with donor specifications • Craft winning candidate CVs to address qualifications required for roles specified in proposals |
| Basic Qualifications: |
| • Bachelor’s degree in a relevant discipline • At least five years relevant work experience in the defense industry • Outstanding interpersonal skills and possess the ability to work effectively with diverse teams and handle many tasks simultaneously, often with inflexible deadlines. • Excellent team skills reflected in an ability to work effectively and successfully in teams of diverse personalities with only general direction • Ability to take responsibility for, and lead, assignments and report on progress with minimal oversight • Ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing • Excellent oral and written communication skills in English • Must be authorized to work in the US |
