Project Background
The project will rehabilitate and upgrade rural infrastructure in northern Viet Nam, namely rural roads, irrigation, some markets and etc.. The project will have two main outputs: (i) priority rural infrastructure rehabilitated or upgraded, and (ii) improved capacities for project management and rural infrastructure use.
The final list of subprojects will be determined after the feasibility studies are reviewed.
Capacity building and formal training activities will be involved as well.
The project will be based in Hanoi, Viet Nam.
Environmental Specialists (8 p-m international)
Have appropriate tertiary qualifications in environmental science or natural resource management from a recognized institution and will have more than 10 years experience working in the field of environmental management for internationally funded development projects, some of which will have been undertaken in Viet Nam. Training skills would also be an advantage.
The minimum requirement of this position is university degree holder. Fluency in both spoken and written English is a requirement.
Duties of the specialists will include the following:
(i) Review and provide recommendations regarding the environmental recommendations of the PPTA Final Report and the formats for environmental examinations contained therein;
(ii) Brief the participating client staff in participating provinces on environmental procedures and requirements for subproject preparation;
(iii) Brief local consulting firm/s on the environmental assessment requirements;
(iv) Visit random subprojects during the subproject preparation to ensure environmental safeguards are being properly conducted;
(v) Assist in the review of the initial environmental assessments
(vi) Liaise with the safeguards officers
(vii) Assist in the preparation and implementation of training activities with regard to the environmental aspects of the Project.
