THE EXECUTIVE DIRECTOR of the SECRETARIAT of the INTER GOVERNMENTAL COUNCIL of the CASA 1000 PROJECT

BACKGROUND

The CASA 1000 Project is a 1300 MW transmission project designed to bring electricity from the energy-rich Central Asian region to the energy-short South Asian region, in particular to Pakistan and Afghanistan.  The nearly US $1 billion Project will be financed by a consortium of International Financial Institutions (IFIs) and is currently projected to come into service by 2016. The Project’s three primary development phases are: project structuring, technical design, construction and operation.

Tetra Tech is currently recruiting for an Executive Director of The IGC Secretariat for the first phase of this development.

QUALIFICATIONS:

To be able to drive the Project forward rapidly through to successful tendering, the Working Groups agreed that this position should be filled by a person who meets the following set of qualification criteria:

  • At least 15 years experience in the development of infrastructure projects with a legal, financial or similar professional background.
  • Experience in managing the policy, development &  transactions of major infrastructure projects (preferably in the energy sector).
  • Demonstrated skill at getting such projects defined, financed, and implemented.
  • Demonstrated leadership skills and experience in dealing successfully with IFls
  • Excellent communication skills.
  • The successful candidate must be fluent in English; and proficiency in Russian would be an advantage.  

DUTIES:

The duties of the Executive Director of the IGC’s Secretariat during the Project’s first development phase (defining the Project’s structure, technical scope and sources of financing) include, but are not limited to:

  • Overseeing the implementation of the IGC’s decisions;
  • Coordinating and convening the  meetings of the Working Groups, including monthly Video Conference calls and quarterly face-to-face meetings and all IGC meetings;
  • Establishing and maintaining effective channels of communication among the countries’ IGC delegations, the countries’ Working Groups, the country advisors, the advisors to the ICG/Secretariat, and the representative of IFIs and potential investors and their consultants;
  • Developing the TOR’s for the IGC’s transactional advisors, and assisting the countries in developing the TOR’s for their own advisors;
  • Revitalizing  and maintaining a CASA 1000 Project web-site to ensure the prompt distribution of accurate information about the Project and its development; 
  • Identifying key issues that need to be resolved and coordinating the development of policy, financial or technical analysis that is needed to resolve such issues in appropriate forums;
  • Providing neutral and objective advice to the countries about project development issues and processes, and to refrain from participating in bi-lateral negotiations between the countries related to commercial issues;
  • Developing the necessary legal basis and organizational charters for the IGC and the Secretariat.

MOBILIZATION

The Executive Director will be mobilized by the RESET project to begin work in Almaty as soon as possible and in accordance with USAID rules and regulations.  The incumbent will be supported in Almaty by an office assistant, a driver, and logistics and IT support, all to be provided by the RESET project.
