Expert for JASPERS projects

GOPA is looking for experts with relevant professional experience in the new member states of the European Union, in the following sectors:

  • Preparation of large infrastructure projects;
  • National and regional transport (road/rail/air/water transport infrastructures and planning/management of transportation services, and related rolling stock);
  • Urban road infrastructure and public transport;
  • Cultural infrastructure (musea, concert halls, theatres, sports stadia, congress centres and event management, tourism) and related equipment;
  • Urban development (including urban regeneration, housing);
  • Water supply and/or sanitation and/or flood risk management;
  • PPP-grant blending and State-aid issues;
  • Environmental regulations under EEC regulations/law (including EIA, Natura 2000, IPPC, etc.);
  • Project management & Procurement;
  • Procurement strategy and use of best practice in procurement;
  • Technical specifications and construction methods;
  • Infrastructure costs estimation;
  • Construction programs and expenditure scheduling;
  • Advice on structural funds regulatory and legal issues including state aid.

 

Services may also be required in the analysis of horizontal issues affecting more than 1 project and/or more than 1 country, such as the development of model project approaches, methodologies and guidelines. Typically the inputs would be of relatively limited duration (often 1 to 6 months), and may complement other project preparation activities contracted separately by the beneficiaries. However, longer assignments are also possible.
