The Millennium Challenge Corporation (MCC) is a new U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC will be providing development grants to many nations around the world that can demonstrate the ability to rule justly, invest in their people, and encourage economic freedom. Key MCC principles include economic growth, rewarding performance, genuine partnership, focus on results, and high-level commitment. Potential grant recipients will need to identify fiscal accountability mechanism that will meet both the development program goals and the requirements of MCC to assure that MCC funds are managed in an appropriate manner.

MCC is seeking short-term, intermittent consulting services from financial management experts who are specialists in the assessment of financial management mechanisms. The experts will assess financial management mechanisms, entities, and procedures in recipient nations, assist in setting up systems for implementation, and monitor performance.

Evaluation Factors: The ideal candidate will have both education and experience in the area of financial management, experience working in developing countries, and excellent oral and written communication skills. The candidate should have experience in public sector financial management operations and demonstrate actual experience in implementing and evaluating/monitoring public funded programs with foreign governments in transition or developing countries. The ability to engage in an in-depth analysis of formal policy and operations is essential. The candidate must be capable of meeting a wide variety of challenges and functioning at multiple levels, including the ability to brief high-level U.S. and foreign government officials on critical technical matters. Travel to foreign countries will likely be required. Working knowledge of a foreign language is a plus.

Persons will be selected by MCC and contracted through a third party who will handle payroll and administration for all Designated Consultants. Compensation will be based on experience. There will be no commitment to a minimum or maximum amount of work after the award of a contract.
