Project Analyst

The Project Analyst (Officer) will assist the Director, Program Resource Management to provide monitoring, program analysis and evaluation and reporting functions to program budgets, and ensure that program expenditures are on target. He/She will also participate in monthly and quarterly reviews of programs to ensure quality of deliverables. In addition, he/she will prepare monthly program variance reports and research variance discrepancies.

Responsibilities:

  • Monitor program expenses to determine if allocated funds have been spent as planned and in compliance with donor requirements;
  • Work with field and HQ finance staff to make program expense adjustments if necessary;
  • Provide pipelines and projections for budgetary planning and program analysis;
  • Collaborate with technical and field staff to monitor program deliverables against program spending to ensure burn rate and implementation plans are on target;
  • Research expenses & budget variances and deduce reasons for discrepancies;
  • Prepare and update monthly variance reports with associated footnotes;
  • Evaluate and monitor the performance and efficiency of programs to ensure that program implementation is on target;
  • Monitor program revenue and expense reports, reviewing for accuracy and  completeness;
  • Assist in the preparation of long-term program financial forecast of revenue and expenditures;
  • Assist in the preparation of program budget realignments;
  • Perform other duties as assigned.

Education:

A minimum of Bachelors of Business Administration, Accounting or Finance, Public Administration, or degree in relevant subject or equivalent experience is required.

Qualifications:

  • Minimum of  7 years relevant work experience, of which 4 years has been in a non-governmental organization;
  • Knowledge of US government regulations (USAID, USDA, and USDOS) and other donor/grant regulations required;
  • Demonstrated experience in project and budget management, and financial analysis;
  • Project Management certification is a plus;
  • Strong Analytical and reporting skills required;
  • Excellent written, analytical, and oral communications skills required;
  • Travel may be required.

 

Program Officers with strong financial analytical skills and Finance Managers with Non-Profit Program Management background are encouraged to apply
