Khulisa Management Services is a South African-based firm that provides a wide range of monitoring, evaluation, research, and information management services with particular emphasis on health (especially HIV/AIDS), education and social development. Since 1993, we have served over 130 different clients including the South African national government, provincial departments, local and international donors, corporations, non-governmental organizations (NGOs), and other service providers.
Khulisa is seeking a for an anticipated monitoring and evaluation program in Liberia. The project is likely to be a large scale multi-million dollar, three-year project.
The incumbent will be based in Liberia; where s/he will be engaged in aspects of the monitoring and evaluation program over a three year period.
Responsibilities include, but are not limited to:
- Develop M&E database/mapping/ reporting systems based on USAID/Liberia’s needs and requirements as established through the L-MEP.
- Administer, maintain and troubleshoot the M&E database/mapping/reporting systems.
- Provide technical support to all concerned personnel on the M&E database/mapping/reporting systems.
- Ensure necessary backup procedures for all M&E database/mapping systems that are in place, and that regular data backups are made.
- Periodic and ad-hoc reports as required.
- Provide the systems with in-code and technical documents, as well as a user manual.
- Ensure that data verification procedures are in place and that data security and integrity of the M&E database/mapping tool is maintained.
- Be responsible for ensuring quality control and the overall responsiveness of technical assistance on database and mapping tool/systems developed under the Contract.
- Prepare training materials and provide training to all concerned personnel at USAID/Liberia and IPs.
Required Knowledge, Experience and Qualifications:
- A university degree in Computer Science, Information Technology or related field is required. Another university degree with relevant experience may be accepted in lieu of an IT-related degree.
- Demonstrated success in design, development and implementation of complex database systems of this scope and complexity.
- Extensive experience, at least seven years or more, in database development and operations.
- At least five years or more working experience in the filed of Management Information Systems.
- Well demonstrated task planning and task monitoring skills.
- Excellent data analytical skills.
- Demonstrated continuous professional excellence.
- Proven ability to work in a team environment and across organization boundaries.
- Excellent verbal and written communication skills.
- Demonstrated ability to direct, coach and develop staff.
- Proven ability to diagnose and resolve technical problems efficiently and under pressure.
- Solid understanding of monitoring and evaluation.
- At least two years or more experience of working with development agencies, similar to USAID, will be viewed positively.
- Several years of experience working in developing countries will be viewed positively.
