KPMG Development Advisory Services (DAS) is a pan-African practice operating in several countries across the continent. DAS offers consulting services to donor agencies, Governments, NGOs and Private Sector. DAS work covers five broad areas: Programme Management Services (PMS), Fund/Grant  and Programme Management, Capacity Building (including Public Sector Reform & Decentralisation), Public Financial Management (PFM), Development Projects Audit and Private Sector Development. DAS sectoral focus areas are, but no limited to, Agriculture and Rural Development, HIV/AIDS and Health sector, Economic Development, Development Finance, Education and Energy and Natural Resources (ENR). DAS main clients are: DFID, USAID, Danida, SIDA, NORAD, The Netherlands Ministry of Foreign Affairs, MCA UN agencies, WBG and AfDB.

DAS is currently seeking technical experts for DFID programme of support to Ghanaian civil society and Parliament. The scope of this programme is to support and facilitate a range of partners within civil society. Furthermore, The programme will include a component to provide technical support to Parliamentary Committees.

This will involve the development of effective relationships with key actors in civil society, government, traditional authorities and business. In addition, it will require a strong understanding of the context and the political environment in Ghana.

Qualifications:

Qualification & Skills:

  • Post graduate degree in development, social sciences, human rights, governance and law or other relevant field;
  • Proven team management and comunication skills;
  • Fluent in English (spoken and written), with other languages used in Ghana are of advantage

General professional experience:

  • At least 10 years of general experience, with a minimum of 6 years subject-related work experience in Team Lead or Technical Expert
  • Expertise in technical and financial programme management, preferably related to development cooperation (e.g. community  development, civil society capacity building, human rights, good governance, decentralisation, civic education)

Specific professional experience:

  • Experience in designing and managing capacity building programmes in relation to broadly defined Human Rights and good governance; Knowledge of Human Rights and citizenship Participation.
  • Experience in working with the Parliament of Ghana and civil society organizations in policy formulation
  • Experience of working with the major donors such as Irish Aid, CIDA, DFID, SIDA, WB and EU
  • Experience in dealing with multi-sectoral institutions involved in the Ghana context
