Global Objective

The global objective of this assignment is to prepare necessary background elements for the national Media Strategy which will be drafted by the Ministry of Culture in cooperation with media stakeholders.

Specific objectives

The specific objectives of the assignment are the following:

·         To conduct a study about the media scene in Serbia as a basis for media strategy;

·         Assist the Ministry of Culture in consultation process with stakeholders about the media strategy;

Requested profiles

Еxpert 1 (Team Leader - media policy expert)

Key tasks: provide expertise on the policy aspects, coordinate the research, deliver the study, organize the conference and assist the Ministry of Culture in the consultation process

Qualifications and skills

• Education: University degree, preferably in political sciences, media, journalism, law, sociology or equivalent
• Skilled in drafting reports

General professional experience

• 10 years of professional working experience in the media field (media industry, public administration, civil society, academia)

Specific professional experience

• Knowledge of international (EU and Council of Europe in particular) media  standards
• Experience in media policy would be an advantage
• Knowledge of media transitions in post-communist societies and experience in the Western Balkans and/or Eastern European EU Member states would be an advantage

Language skills

• Fluency in English, both written and spoken
