The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics.  The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.

 

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected

The Senior Strategy & Policy Officer reports to the Manager, Strategy and Policy.

The Senior Strategy & Policy Officer:

  • Leads the cross-functional development of specific Global Fund strategy and policies;
  • Enables and supports decision- or recommendation-making by senior management, the Board’s Policy and Strategy Committee (PSC), and the Board; and
  • As needed, supports implementation of specific strategies and policies and contributes to other workstreams/initiatives.

The Senior Strategy & Policy Officer works across clusters, units and teams of the organization, both at working level and with senior management.

Key Responsibilities and Accountabilities

  • Leads the cross-functional development of specific Global Fund strategy and policies

-       Gathers and synthesizes key information and draws strategic implications from it;

-       Performs, or oversees the conduct of, qualitative and quantitative analyses as needed;

-       Develops and assesses strategic options or recommendations;

-       Consults internal and external stakeholders as appropriate, setting up and managing formal consultation processes where needed.

 

  • Enables and supports decision- or recommendation-making by senior management, the Board’s Policy and Strategy Committee (PSC), and the Board

-       Develops or oversees the development of briefing documents to share updates and insights within the team or the Secretariat;

-       Drafts or manages the development of documents on Global Fund strategy and policy issues for consideration by senior management, the PSC, and the Board;

-       In doing so, solicits and manages content contributions from relevant Secretariat clusters/units/teams/working groups; and 

-       Contributes to internal and external discussions of strategy and policy issues.

 

  • As needed, supports implementation of specific strategies and policies and contributes to other workstreams/initiatives

-       Supports the work of relevant Secretariat clusters/units/teams to implement specific strategies and policies and/or develop operational policy; and

-       Supports other functions/initiatives/workstreams in which the Strategy & Policy Team is involved

-       Contributes to relevant cross-functional initiatives/workstreams as a representative of the Strategy & Policy Team

-       Provides guidance to and oversees the work of more junior Strategy & Policy Team staff members.

 

PERSON SPECIFICATION

 

Qualifications and Membership

 

Essential:

Advanced university degree in business administration, public health, public policy/administration, or other relevant area, or equivalent professional training or self-study/work experience.

 

Experience

 

Essential:

  • Seven to ten years of professional experience, including a minimum of two years in management consulting, policy development and analysis, and/or program planning, preferably with some international experience;
  • Global public health, international development or non-profit experience
  • Solid understanding/experience of strategic, organizational, management and policy issues
  • Solid project management experience, preferably in an international environment

 

Desirable:

  • Global public health, international development or non-profit experience preferable; work in these areas in a developing country;
  • Familiarity with the Global Fund and its business model

CONDITIONS OF CONTRACT

 

Staff are employed by and are subject to the terms and conditions of employment of the Global Fund.

The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004.

The person selected for this position will be appointed for a continuing duration contract.

We offer competitive remuneration packages. Salaries are paid in Swiss Francs, and salary and benefits of staff are exempt from taxation in Switzerland. This position is at Global Fund Grade 05 with a minimum basic annual salary of 119,200 Frs.
