Title: FELTP Laboratory Resident Advisor — Rwanda
Location: Kigali, Rwanda
Anticipated Period of Performance: 3/26/2012 – 9/30/2012
The FELTP Laboratory Resident Advisor shall be assigned to Field Epidemiology and Laboratory Training Program (FELTP) in Rwanda to assist with on-going strategic planning and program development and prepare the FELTP portion of the annual Country Operations Plan (COP). The FELTP Laboratory Resident Advisor will also serve as the technical advisor, focal point and liaison between the organization in Rwanda and Atlanta, and between the Rwandan stakeholders and international stakeholders.
Duties and Responsibilities:
- Serve as focal point and liaison between CDC-Rwanda, CDC-Atlanta, National University of Rwanda, School of Public Health (NUR-SPH) and National Reference Laboratory on conceptualizing and implementing the laboratory component of the Rwanda Field Epidemiology and Laboratory Training Program (FELTP).
- Provide expert assistance to NUR-SPH and NRL and advice to facilitate the implementation of the Rwanda FELTP.
- Prepare field sites for FELTP laboratory resident site placements, including training and follow-up with field site supervisors.
- Have primary responsibility for providing assistance to NUR-SPH and NRL regarding project activities and training programs to continue the institutionalization process within the Ministries. Work with the NRL and TRAC Plus to strengthen laboratory support for the surveillance of infectious, zoonotic, and chronic diseases and detection of outbreaks through human capacity development within Rwanda.
- Provide consultation to assist NRL with planning and implementation for laboratory system strengthening activities, in supporting field epidemiologic investigations and surveillance. Serve as team leader/supervisor for applied field projects of laboratory participants in the Rwanda FELTP.
- Serve as the technical laboratory advisor in all aspects of project implementation, including laboratory support for communicable and non-communicable disease surveillance; a training program for laboratorians; and short courses for mid career development of laboratorians throughout the public health laboratory network.
- Prepare technical and periodic reports on projects and training efforts under the FELTP and materials for marketing of the program both within the country and internationally.
- Provide consultation to public, private, professional, and academic partners in substantive matters related to public health and clinical laboratory practice and training.
- Work closely with Rwandan governmental entities, including Rwanda Biomedical Centre’s Center for Treatment and Research on AIDS, Malaria, TB and other Epidemic Infectious Diseases (TRACPlus), National Reference Laboratory, the School of Public Health, and key Ministry of Health officials and international organizations.
Key Qualifications:
- Masters degree in public health, with 2 years’ post graduate work in public health or public programs.
- Medical and a Public Health background with training in applied epidemiology and diverse experience in Public Health Laboratory Management.
- Skills in a broad array of public health competencies at the national level, including: public health laboratory management, surveillance systems design and evaluation, disease outbreak investigation and response, program and project management, data collection and analysis, research and teaching, leadership and team building, and collaboration with governmental agencies and NGOs.
- Clear understanding of the federal grants and budget processes and cycles.
- Level IV English proficiency required. Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
