Reports to: Finance and Administration Manager

Project/Center: SIAPS, CPM

Location: Dhaka, Bangladesh

Overall Responsibilities

SIAPS has been providing technical support to the Ministry of Health and Family Welfare (MOHFW) and its key directorates e.g. Directorate General of Health Systems (DGHS) and the Directorate General of Family Planning (DGFP) of Bangladesh for the strengthening of supply chain management systems required to manage health commodities. The scope of this work involves strengthening of procurement planning and management systems, logistics management information systems, warehousing and distribution capacity, as well as supporting the development of public sector capacity in supply chain management including capacity building of national indigenous institutions. Upon request from USAID/Bangladesh, the project will also provide technical support to the national TB program.

The Finance and Administration Assistant oversees the overall the local procurement as well as financial functions of the MSH/SIAPS office in Bangladesh under the Finance and Administration Manager’s supervision. S/He is responsible for providing accounting, finance and logistical support to facilitate the implementation of the activities under SIAPS in Bangladesh. The Finance and Administration Assistant must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and MSH’s mission.

Specific Responsibilities

Finance and Accounting (45%):

- Prepare country activity travel advances and process travel claims (TEFs) and work with country program staff to resolve accounting related issues.

- Issue payments to vendors, including checks and wire transfers

- Prepare payment vouchers for review and recording in the MSH approved accounting system (QuickBooks) by the Finance and Administration Manager

- Ensure that all paid invoices are maintained with supporting documents including price quotes, purchase orders and shipping receipts etc., for review by the Finance and Administration Manager

- Manage petty cash for day to day office transactions in accordance with the MSH Standard Operating Procedure.

 

Procurement (45%):

‐Perform local procurement and execute all approved payments for local vendors, contractors and consultants for goods and services received, in accordance with the laws and regulations of Bangladesh, and MSH and USAID regulations.

‐Apply MSH SOPs for obtaining purchase approvals and following the steps of the procurement processes for micro purchases and Simplified Acquisition Purchases.

-Work with the requestors to ensure that complete and accurate purchase requests are submitted for review by the Finance and Administration Manager

- Complete vendor selection forms, soliciting official written quotes from vendors for higher value procurements, or phone or in-person quotes where applicable

- Maintain an updated record of vendor contact information and performance history, to facilitate appropriate purchasing decisions.

- Conduct EPLS and ATTUS checks where applicable

 

Other (10%):

-Perform other duties as assigned

 

 

Qualifications

1. Bachelor’s degree in finance, accounting, business management, or office management preferred.

2. At least three years experience in an independent finance/accounting and or
administrative position with advanced bookkeeping responsibilities.

3. Work experience with projects supported by international organizations.

4. Computer skills including proficiency in Microsoft Office Suite applications (Excel spreadsheets, word processing, and electronic mail along with data entry experience).

5. Demonstrated translation/interpretation skills and relevant experience.

6. Ability to work independently, prioritizes tasks, and meets deadlines.

7. Experience with local procurement supported by international organization

8. Excellent communication skills.

9. English and Bangla fluency required including speaking, writing, understanding, and reading and the ability to conduct business in both languages. 

10. Ability to work in a team.
