Finance Manager El Salvador

Plan International is seeking applicants for a proposed Finance Manager (FM) position for an anticipated USAID-funded program in an El Salvador to improve the quality of secondary education and increase youth access to formal education, vocational training, and employment opportunities.  The program will include a focus on reaching at-risk youth and ensuring safe environments for education.   

 

Finance Manager will be responsible for managing day-to-day project finances, administering all grants issued, subcontracts, and procurement in compliance with relevant USAID regulations. This person will evaluate sub-recipient budgets and assist technical staff and beneficiary applicants in revising them as appropriate; monitor the performance of grantees, ensuring compliance with grant terms and obligations, the fulfillment of anticipated grant-supported activities and the submission of timely financial and activity reports; and work closely with administrative staff and technical advisors to facilitate capacity-building of the grant recipients.

 

Responsibilities:

  • Manage day-to-day finances for project activities in El Salvador in compliance with USAID and Plan International regulations;
  • Responsible for administering all grants, subcontracts, and procurement;
  • Coordinate with youth, local government, livelihoods, and community development component leaders;
  • Assist in program monitoring and evaluation in the context of grants management policies, procedures, practices, and implementation;
  • Ensure proper negotiation of the terms and conditions for sub-grants and review and analyze budget estimates consistent with US Agency for International Development grant and program requirements;
  • Submit regular and timely financial reports to senior project financial staff;
  • Work closely with the Plan International USA home office, with project finance/grants staff, and with sub-grantees;
  • Work closely with Plan International USA home office and other Plan International staff on internal and external financial reviews and audits.

 

Qualifications:

  • Minimum of Bachelor’s or equivalent finance, business, or accounting (Master’s preferred);
  • Demonstrated experience working with donor-funded grant programs in El Salvador or Central America, US Agency for International Development (USAID) experience preferred;
  • Experience with USAID finance, grants, subcontracts and procurement strongly preferred;
  • Fluency in Spanish required; with proficiency in spoken and written English strongly preferred.
