Finance Specialist (Energy)

Job Purpose:

Identify, develop, implement and administer loans, technical assistance (TA) projects, and non-lending products and services (NLPS) in the energy sector, particularly focusing on the financial and economic aspects of such products and services. Contribute in developing operational strategies and programs in the energy sector in the Developing Member Countries (DMCs). DMCs of the Central and West Asia Department (CWRD). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

 

Expected Outcomes

a. Strategy and Planning
- Provide information and analyses towards developing sector strategies and operational programs for the developmental stage of individual DMCs and their sector needs.
- Participate in and contribute to country programming ensuring that operational energy strategies are adequately reflected.
- Coordinate with the Resident Missions (RMs) for consistency, integration of policy commitments, and knowledge sharing.
- Contribute information and analyses for economic and sector work in the energy sector.
- Conduct detailed financial review of the sustainability of energy sector agencies and recommend suitable financial restructuring and reform strategies.
- Contribute information and analyses to interdepartmental working groups on the energy sector.

b. Project Management
- Participate in developing projects, TAs, sector works in the energy sector.
- Participate in processing loans and TAs in areas requiring policy, institutional and operational reforms, cross-border infrastructure projects, and risk analysis.
- Review and analyze past financial and current performance of EAs and evaluate their management, accounting and financial control policies, practices, systems, and procedures.
- Evaluate the financial viability of projects proposed for ADB financing and assess the impact of the projects on the EA’s future financial performance including risk analysis, cost recovery, tariff, and affordability issues.
- Recommend appropriate loan covenants and action plans for the management and financial strengthening of the EAs.
- Monitor the financial performance of the project and EAs through analysis of project accounts, financial statements, and audit reports during project implementation.
- Integrate ADB’s policies and guidelines in the design and implementation of energy sector projects.
- Undertake activities for the administration of sector and program loan and TA projects.
- Propose appropriate and innovative financing instruments, mobilize cofinancing resources and promote public private sector partnership for large energy sector projects.

c. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences on the energy sector and other activities for advocacy, dissemination and knowledge building.

d. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure on-going learning and development of reporting staff.

Educational Requirements:

  • Master’s Degree, or equivalent, in Engineering, Economics, Business Administration, Social Sciences or related fields. University degree in Engineering, Economics, Business Administration, Social Sciences or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

 

 

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in the energy sector and/or commercial or public finance. Energy sector and project finance experience will be preferred.
  • Excellent financial and economic analysis skills.
  • Excellent oral and written communication skills in English
  • Excellent financial analysis and due diligence skills for projects and institutions
  • Excellent skills in developing financial structures and options for the best interest of the client
  • International experience working in or with several countries. Work in CWRD DMCs will be preferred.
