ICMA seeks a Grants and Contract Administrator for the International Programs with USAID experience based in Washington, D.C. You will assist in the implementation and management of contract and grant administrative policies and procedures to ensure that all ICMA projects are in compliance with funders’ requirements. You will advise staff on contractual and grant issues based on contractual documents, client procurement regulations, and ICMA policy. You will coordinate orientation and guidance on project specific requirements to assistant program managers working on international projects. You will also serve as a technical resource to ICMA staff in interpreting donor rules and regulations and act as primary point of contact for contractual issues. We are looking for expert to support in matters related to contractual issues including the support of overseas offices. You must USAID experience no exceptions.
The ideal candidate will have an undergraduate degree in Business Administration, Finance, Accounting, or related field or the equivalent combination of education and experience. We are looking for someone with 5-7 years work experience in contract and grant administration through Federal and other types of funders. Extensive experience in managing international programs funded under various vehicles. You must have advanced knowledge of Federal Acquisition Regulations (FAR), 22 CFR 226 Assistance, OMB (non-profit related), and Standardized Regulations/FAM, AIDAR. You will need strong analytical skills to successfully perform financial reviews, determination of responsibility and other forms of qualitative analysis. Strong training skills to effectively transfer working knowledge of regulations, policies and procedures through formal or informal training activities.
Required to establish and maintain effective working relationships with agency representatives, government officials, auditors and staff. Individual should be able to work collaboratively with senior management and staff at all levels, and have proven success working in team environment. You will need a commitment to exceptional service, competent PC skills and solid knowledge of CPFF, T&M, FP, and IDIQ contracts in addition to grants and cooperative agreements. You must be able to travel internationally, in particular those countries with high security alerts.
