Title: Health Management Information Systems Advisor – Dominican Republic

Location: Santo Domingo, Dominican Republic

Anticipated Period of Performance: 12/19/2011 – 12/18/2012

The Health Management Information Systems Advisor will provide assistance in the coordination and management of all HIV/AIDS development activities funded through PEPFAR Dominican Republic, including the development of routine information systems for service delivery, national surveillance and reporting systems, and other software activities.  The period of performance is from December 19, 2011- December 18, 2012.

Duties and Responsibilities:

• Work closely with country partners to determine requirements for each applications development activity and liaise with the systems analyst to develop an operational plan for development
• Assist in planning and implementing the procurement of resources and training to ensure that participating partners are adequately equipped to meet its application development objectives
• Conduct assessments for HMIS projects and activities
• Develops systems requirements, analysis, design specifications

Key Qualifications:

• Masters degree in Informatics; Information Science, Health Information Management, Information Systems; Computer Science; Computer Engineering, Systems Development.
• Three years of experience in designing, developing, implementing and maintaining health data information systems to support and evaluate health-related program activities is required. 
• Willingness and ability to read, write, and speak both Spanish and English on a daily basis
• Previous experience with high-level foreign officials
